Memorandum
To: Bob Bennett, City Manager
From: David Kautz, Finance Director
Subject: Williamson County Appraisal District Board
Date: 9/25/2001
For your information and to help expedite the appraisal district board election/appointment
process I am presenting the following summary:
Williamson County Qpraisal District (WCAD)
The WCAD is responsible for appraising property in the county at its market value (or
productivity value in some cases). All property is to be appraised uniformly and at 100% of the
value. The WCAD is also responsible for administering tax exemptions as required by law and
adopted by the taxing entities. The appraised property values as set by the WCAD are used by
the taxing entities in setting tax rates for their jurisdictions.
Williamson County Appraisal District Board of Directors
This 5-member board sets policies for the Williamson County Appraisal District (WCAD) and
hires the chief appraiser, currently Bill Carroll. The board also approves the WCAD annual
budget which is funded by pro-rated assessments of the taxing entities in the county.
The directors serve 2-year, unpaid terms that begin on January 1 of even-numbered years. The
current terms are not staggered and expire December 31, 2001. The current status of the board is
as follows:
Name Term Expires Status
Jerry Dusterhoff, Chairman December 2001 Will not serve again
Bob Tagge, Vice Chairman December 2001 Willing to serve again
Ercel Brashear, Secretary December 2001 Willing to serve again
David Acosta December 2001 Missed several meetings
Deborah Hunt December 2001 Willing to serve again
The timing for nominating and electing new board members is relatively short as shown below:
• Chief Appraiser notifies taxing units of number of votes Prior to October
• Nominations due to the chief appraiser: by October 15
• Votes to be cast by taxing units by November 14

Appraisal Review Board (ARB)
The ARB, a 7-member board, is an independent quasi-judicial body responsible for hearing and
ruling upon taxpayer property valuation protests. The ARB is appointed by the WCAD Board of
Directors from nominations submitted by the taxing entities. ARB members are paid ($100 per
day), meet daily from April through July, serve staggered 2-year terms and cannot serve more
than 3 terms.
These terms will be coming up for reappointment. If nominations are needed from the taxing
entities I will discuss this with you at the appropriate time.

SYNOPSIS
ROBERT W. TAGGE
Born in July 1933 and raised in Des Plaines, Illinois. My family were early
settlers to the area and in June 1998 celebrated our 1501h family reunion.
I was educated in the local school system and graduated from Ripon College,
Ripon, Wisconsin, in 1955. In 1956 1 was called to active military service as a 2Lt,
Field Artillery, U.S. Army. Over the course of my more than 22 years of active
military service I served in a variety of command and staff positions in the United
States, Germany, Vietnam, Thailand and Iran. My duties also required travel to many
other Asian and Middle Eastern countries. I hold a BA degree from Ripon College, am
a graduate of the Basic and Advanced Field Artillery Officer's Courses, U.S. Army
Command and General Staff College, U.S. Army Logistics Management School, the
U.S. Army Management School, and have taken numerous other military and civilian

Upon retirement in 1978 I chose to reside in Round Rock, Texas, where I
remain today. Active in a variety of volunteer activities, I have served on several
Round Rock City and school district bond committees. I served six years as chair of
the Williamson County Appraisal District Review Board, helped rewrite the RRISD
Site-Based Advisory Committee Guidelines, and was recently asked to serve on the
District Advisory Council.
Though I consider myself "retired", I actively participate in local volunteer
activities and am very involved with military organizations, primarily the 1" Cavalry
Division and the 77`h Artillery Associations and the Best Ranger Competition. I am
presently writing about my experiences in Vietnam and my association with the early
development of U.S. Army Airmobility.
