R-07-12-20-9D 1 WHEREAS, the City of Round Rock ( "City" ) desires to purchase a mobile command vehicle to serve as a mobile incident command post, and WHEREAS, the City is a member of the Texas Government Statewide Purchasing Cooperative ( "Buy Board") , and WHEREAS, Farber Specialty Vehicles is an approved vendor of the Buy Board, and WHEREAS, the City wishes to issue a purchase order to Farber Specialty Vehicles, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the City Manager is hereby authorized and directed to issue a purchase order to Farber Specialty Vehicles for the purchase of a mobile command vehicle. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Department: Police Department Staff Person: Bryan Williams Justification: City Council recently authorized the purchase of a command vehicle. Please consider a resolution authorizing the Mayor to issue a purchase order to Farber Specialty Vehicles using the Buyboard Cooperative Purchasing Program for a mobile command vehicle to serve as a mobile incident command post. Funding: Cost: $120,000 Source of funds: Law Enforcement Fund Background Information: A mobile incident command post (MCV) provides a fixed platform for computer, communication, and other sensitive equipment to operate in a climate-controlled environment. This vehicle is designed primarily to serve as a mobile incident command post but includes features that make it useful for hostage negotiation and barricaded subject incidents, as well as special events. This purchase will ensure the availability of such equipment on very short notice. A new vehicle fully equipped with the features and capabilities that the Department needs is expected to cost above $400,000. Through the Buyboard Cooperative Purchasing Program a used vehicle from the Ohio State Police was found and evaluated. It was determined that purchasing this vehicle will stand the Department in good stead for the next several years with an acceptable level of regular, recurring charges when weighed against the initial vehicle cost. This vehicle will meet our needs at a third of the cost of a new vehicle. Public Comment: N/A
