R-05-09-08-11F1 WHEREAS, the City of Round Rock has previously entered into a Contract for Engineering Services ( "Agreement") with HDR Engineering, Inc . for IH-35 modifications from Chandler Road to Westinghouse Road, and WHEREAS, HDR Engineering, Inc. has submitted Supplemental Contract No. 3 to the Contract to modify the provisions for the scope of services, and WHEREAS, the City Council desires to enter into said Supplemental Contract No. 3 with HDR Engineering, Inc. , Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City Supplemental Contract No. 3 to the Contract with HDR Engineering, Inc. , a copy of same being attached hereto as Exhibit "A" and incorporated herein for all purposes . CHANDLER ROAD WATER MAIN RELOCATION The engineering services for the proposed improvements shall consist of completing the following items/information as part of the waterline and valve relocation work necessary to accommodate roadway improvements at Chandler Road and IH35: The plan sheets will be developed on the basis they will be transmitted to the Developer for inclusion in their construction documents for the additional water main improvements to the east along Chandler Road. The plan set will not be completed as a stand alone set of construction drawings. 1) The following sheets will be required to deepen existing 12" and 18" waterlines, relocate the valves, and remove the PRV vault on the north side of Chandler Road near the IH 35.northbound frontage road. a) Develop a Demolition/Removal Plan including the existing water mains and the PRV structure. b) Develop a construction Installation Plan sheet. c) Prepare a Plan and Profile sheet for the 12" waterline. d) Prepare a Plan and Profile for the 18" waterline. e) Develop and complete a construction Detail sheet including construction notes. 2) Utility location services (SUE) will be provided in the project corridor. These services will include Quality Level B (horizontal locates)described as follows: a) Approximately 1,580 linear feet of Round Rock water main will be designated (Quality Level B (QL-B) SUE services). . b) Quality Service Level B (QL-B Designating Services) Designate is to indicate, by marking with paint, the presence and approximate horizontal location of subsurface utilities using geophysical prospecting techniques, including, without limitations, electromagnetic, sonic and acoustical techniques. The Engineer will provide the following designating services to aid the design of site, right-of-way, construction plans or project development plans, or for other purposes as agreed to by the parties. Included will be the following: 1. Provide all equipment, personnel and supplies required for performing designating services. 2. Conduct appropriate investigation of site conditions. B-3 3. Designate the approximate horizontal location of the existing utilities within the project limits as previously described. 4. Mark the utilities on the ground to be surveyed and/or excavated. 5. Markings on the ground are to be used for design purposes and not for construction excavation purposes. The use of information provided does not relieve any contractor from the duty to comply with applicable utility damage prevention laws and regulations, including, but not limited to, giving notification to utility owners or "one-call' centers before excavation. 6. The accuracy of subsurface data can be influenced by factors beyond our control, such as conductivity of materials and their surroundings, soil moisture content,proximity of other underground utilities or structures, depth of utility, etc. Therefore, only the accuracy of data obtained by actual physical verification (through vacuum excavation or otherwise) can be guaranteed to applicable engineering and/or surveying standards. The Engineer will provide all SUE services to the prevailing standard of care applicable in the Subsurface Utility Engineering profession. 3) Project Administration: d) Developer Coordination will include transmittal of design drawings and up to one meeting. e) One meeting will be attended with the City to review the proposed design. Consider a resolution authorizing the Mayor to execute Supplemental Agreement No. 3 to the Contract for Engineering Services with HDR Engineering, Inc. for the IH-35 Improvements Project (Chandler Road to Westinghouse). Department: Transportation Services Staff Person: Tom Martin, Director of Transportation Services Justification: This proposed Supplemental Agreement will revise the scope of services for the inclusion of additional design services for the IH-35 Area Improvements Project. The additional work includes a right turn lane, an acceleration lane, and entrances to the IKEA facilities along the Northbound IH 35 frontage road between Chandler Creek and Chandler Road; a right turn lane and entrances, also for IKEA, along Chandler Road; relocation of the McNeil Park entrance and road; relocation of the waterline and valves at the Northeast quadrant of the intersection of Chandler Road and northbound frontage road; and utility location services (SUE) along the project corridor. Funding: Cost: $34, 742.00 Source of funds: 4B Corporation (1/2 cent Sales Tax) Outside Resources: HDR Engineering, Inc. Background Information: The original scope of this project included the reversing of the on and off ramps at Chandler Road, construction of a turnaround structure at Chandler Road at IH-35. The original contract with HDR Engineering for the design of this work was approved by the Council at their March 11, 2004 meeting. Supplemental Contract No. 1, approved by the City Council at their January 13, 2005 meeting, revised the scope to include the design of a turnaround structure at Westinghouse Road, widening Chandler Road /RM 1431 overpass to a six lane structure, and ancillary roadway work to align with the bridge widening, as well as miscellaneous acceleration and deceleration lane work to improve traffic flow, extension of the north bound frontage road to Westinghouse Road and associated intersection improvements. Supplemental Contract No. 2, approved by the City Council at their July 28, 2005, revised the scope to include work required by TxDOT that included improvements to better allow for increased traffic volumes anticipated due to the proposed Simon/Chelsea Development in the area of Chandler Road/RM 1431, IH-35, and Westinghouse Road. Supplemental Contract No. 2 also included revisions of the traffic control plan; revised storm sewer plans; revised design of Chandler Road bridge for the inclusion of 2 additional lanes; and miscellaneous utility relocation services. They will be prepared for inclusion into the existing construction drawings for the IH 35 Improvement project currently on the TxDOT letting schedule. The services for this project segment will be as follows: 1) The following services will be provided to incorporate a right turn lane and an acceleration lane along the northbound IH 35 frontage road between Chandler Creek and Chandler Road. It is not anticipated the Traffic Control Plan will require modification due to these improvements. a) Revise the geometry and callouts on the Northbound IH 35 Frontage Road Plan & Profile sheets to include the turn and acceleration lanes and corresponding driveways. b) Revise the Drainage Plan sheets along the IH 35 Northbound Frontage Road to account for the right turn lane and acceleration lane. Existing drainage calculations will be reviewed and modified as necessary to reflect the proposed improvements. c) Revise the Summary of Quantity sheets to reflect the additional quantities for these improvements. 2) The following additional sheets will be required along Chandler Road for the addition of a right turn lane between the northbound IH 35 Frontage Road and Oakmont Drive: a) Develop and complete a new Plan & Profile sheet along Chandler Road for the right turn lane and corresponding driveway. This new sheet will include all pertinent information in accordance with the original contract. b) Develop and complete a new Drainage Plan sheet along Chandler Road. Storm inlets trunk lines and cross runs will be reviewed and modified as necessary. Existing drainage calculations will be reviewed and modified as necessary to reflect the proposed improvements. c) Develop and complete culvert layout sheets for the two driveway culverts along the northbound frontage road. This will include drainage calculations to size the culverts. d) Develop and complete a new signing and striping sheet along Chandler Road to reflect the proposed right turn lane. e) Provide new traffic control sheets along Chandler Road incorporating the proposed turn lane.. f) Revise the Summary of Quantity sheets to reflect the additional quantities for these improvements. B-1 3) Project Administration: g) The Engineer will coordinate with the City of Round Rock and area developers as the plan sheets are being completed. This will include one (1) meeting and the sharing of drawing files and design information with the developers' engineer(s). h) The Engineer will coordinate with TxDOT concerning the driveway locations and incorporation of the plans sheets into the IH 35 project documents. i) The Engineer will complete and submit to the proper jurisdiction applications for Driveway Permits. McNEIL PARK DRIVE AND ENTRANCE ROAD RELOCATION The engineering services for the proposed improvements on the McNeil Park driveway and entrance road relocation will be developed as a stand alone plan set. The project scope will include relocating the existing drive approximately 200 to the south and the entrance road will be designed to tie into the existing entrance road approximately 250 feet to the east of the existing northbound frontage road. The plan set will include the necessary geometrics,plan and profile views, elevations,quantities, typicals, details and notes required to construct the proposed improvements. The preparation of bid documents is not included in this scope of services. The services for this project segment will be as follows: 1) The engineering services for the development of plan sheets for the relocation the McNeil Park driveway and entrance road will include the following: a) Develop and complete a Title Sheet showing the name of the project and project location. b) Development of a Removal Plan sheet displaying the removal of the existing McNeil Park driveway, the westernmost segment of the entrance road and the existing culvert at the McNeil Park driveway. This sheet will also include the location of significant (8" diameter of greater) trees slated for removal. c) Development of a Plan & Profile sheet for the relocated driveway and entrance road. d) Development of a Culvert layout sheet for the new culvert at the relocated McNeil Park driveway. This will also include hydrologic and hydraulic information for the new culvert along with any pertinent details required. e) Development of erosion control and surface restoration details. f) Development of construction notes, typical sections and construction details. g) Calculation of quantities and completion of Summary of Quantities for the proposed improvements. 2) Survey services will be completed to facilitate the design of the proposed improvements. These services will include the following: a) Collect data southerly of the entrance to McNeil Park for approximately 250 feet and easterly of the IH 35 Right-of-Way for approximately 250 feet. Data will include existing pavement edges, structures, trees 8" diameter and greater, visible utilities and spot elevations sufficient to generate a one (1) foot contour interval DTM. ("Engineer") ADDRESS: 4401 West Gate Blvd., Suite 400,Austin, TX 78745 PROJECT: 11135 Frontage Road (Chandler Road to Westinghouse) This Supplemental Contract No. 3 to Contract for Engineering Services is made by and between the City of Round Rock, Texas, hereinafter called the "City" and HDR Engineering, Inc., hereinafter called the "Engineer". WHEREAS,the City and Engineer executed a Contract for Engineering Services, hereinafter called the "Contract", on the 1 lth day of March, 2004 for the IH-35 Frontage Road(Chandler Road to Westinghouse) in the amount of$836,329.00; and WHEREAS, the City and Engineer executed Supplemental Contract No. 1 on January 13, 2005 to modify the provisions for the scope of services and to increase the compensation by$418,431.00 for a total of$1,254,760.00; and WHEREAS,the City and Engineer executed Supplemental Contract No. 2 on July 28, 2005, to modify the provisions for the scope of services and to increase the compensation by$158,520.00 for a total of$1,413,280.00; and WHEREAS, it has become necessary to amend the Contract to modify the provisions for the scope of services and to increase the compensation by$34,742.00 for a total of $1,448,022.00; and NOW THEREFORE,premises considered, the City and the Engineer agree that said Agreement is amended as follows: I. Article 2, Scope Of Services and Exhibit B, Engineering Services shall be amended as set forth in the attached Addendum To Exhibit B. Exhibit C, Work Schedule shall be amended as set forth in the attached Addendum To Exhibit C. E" HIBIT "Al II. Sheets Mayor City Attorney Date: ADDENDUM TO EXHIBIT B Engineering Services The changes to the scope of this project are as follows: The work to be performed under this supplement shall consist of completing the following items/information between Chandler Creek and Chandler Road along the northbound 11135 frontage road and along Chandler Road to the east of the existing Chandler Road bridge: CHANDLER ROAD AND IH 35 NORTHBOUND FRONTAGE ROAD The engineering services for the proposed improvements on the Chandler Road and northbound frontage road will not be developed as a stand alone plan set. They will be prepared for inclusion into the existing construction drawings for the IH 35 Improvement project currently on the TxDOT letting schedule. The services for this project segment will be as follows: 1) The following services will be provided to incorporate a right turn lane and an acceleration lane along the northbound IH 35 frontage road between Chandler Creek and Chandler Road. It is not anticipated the Traffic Control Plan will require modification due to these improvements. a) Revise the geometry and callouts on the Northbound IH 35 Frontage Road Plan & Profile sheets to include the turn and acceleration lanes and corresponding driveways. b) Revise the Drainage Plan sheets along the IH 35 Northbound Frontage Road to account for the right turn lane and acceleration lane. Existing drainage calculations will be reviewed and modified as necessary to reflect the proposed improvements. c) Revise the Summary of Quantity sheets to reflect the additional quantities for these improvements. 2) The following additional sheets will be required along Chandler Road for the addition of a right turn lane between the northbound IH 35 Frontage Road and Oakmont Drive: a) Develop and complete a new Plan & Profile sheet along Chandler Road for the right turn lane and corresponding driveway. This new sheet will include all pertinent information in accordance with the original contract. b) Develop and complete a new Drainage Plan sheet along Chandler Road. Storm inlets trunk lines and cross runs will be reviewed and modified as necessary. Existing drainage calculations will be reviewed and modified as necessary to reflect the proposed improvements. c) Develop and complete culvert layout sheets for the two driveway culverts along the northbound frontage road. This will include drainage calculations to size the culverts. d) Develop and complete a new signing and striping sheet along Chandler Road to reflect the proposed right turn lane. e) Provide new traffic control sheets along Chandler Road incorporating the proposed turn lane.. f) Revise the Summary of Quantity sheets to reflect the additional quantities for these improvements. B-1 3) Project Administration: g) The Engineer will coordinate with the City of Round Rock and area developers as the plan sheets are being completed. This will include one (1) meeting and the sharing of drawing files and design information with the developers' engineer(s). h) The Engineer will coordinate with TxDOT concerning the driveway locations and incorporation of the plans sheets into the IH 35 project documents. i) The Engineer will complete and submit to the proper jurisdiction applications for Driveway Permits. McNEIL PARK DRIVE AND ENTRANCE ROAD RELOCATION The engineering services for the proposed improvements on the McNeil Park driveway and entrance road relocation will be developed as a stand alone plan set. The project scope will include relocating the existing drive approximately 200 to the south and the entrance road will be designed to tie into the existing entrance road approximately 250 feet to the east of the existing northbound frontage road. The plan set will include the necessary geometrics,plan and profile views, elevations, quantities, typicals, details and notes required to construct the proposed improvements. The preparation of bid documents is not included in this scope of services. The services for this project segment will be as follows: 1) The engineering services for the development of plan sheets for the relocation the McNeil Park driveway and entrance road will include the following: a) Develop and complete a Title Sheet showing the name of the project and project location. b) Development of a Removal Plan sheet displaying the removal of the existing McNeil Park driveway, the westernmost segment of the entrance road and the existing culvert at the McNeil Park driveway. This sheet will also include the location of significant (8" diameter of greater) trees slated for removal. c) Development of a Plan &Profile sheet for the relocated driveway and entrance road. d) Development of a Culvert layout sheet for the new culvert at the relocated McNeil Park driveway. This will also include hydrologic and hydraulic information for the new culvert along with any pertinent details required. e) Development of erosion control and surface restoration details. f) Development of construction notes, typical sections and construction details. g) Calculation of quantities and completion of Summary of Quantities for the proposed improvements. 2) Survey services will be completed to facilitate the design of the proposed improvements. These services will include the following: a) Collect data southerly of the entrance to McNeil Park for approximately 250 feet and easterly of the IH 35 Right-of-Way for approximately 250 feet. Data will include existing pavement edges, structures, trees 8"diameter and greater, visible utilities and spot elevations sufficient to generate a one (1) foot contour interval DTM. B-2
