DATE: July 22, 2005
SUBJECT: City Council Meeting - July 28, 2005
ITEM: 11.A.1. Consider a resolution authorizing the City Manager to issue a
purchase order for the purchase of Rescue Apparatus #7 through the
Texas Government Statewide Purchasing Cooperative.
Department: Fire Department
Staff Person: Larry Hodge, Fire Chief
Justification:
The Fire Department responded to 3.885 emergency and 1,343 non-emergency calls last year
70% plus were medical calls. Station #1 is the closest station to the Northwest/Northeast side
and ran 1,886 calls last year. Three hundred-twenty of these calls were in the
Northwest/Northeast side of the City. The Fire Department currently made only 41% of its calls
in the Northwest/Northeast area at or under the 6 minute goal. Some call responses have taken
as long as 16 minutes. If the Northwest/Northeast area grows as projected, the percentage rate
of 6 minutes or less will continue to deteriorate. During peak traffic times, inclement weather and
school zones, response time increases. A Rescue Apparatus placed in the Northwest or Northeast
area would significantly reduce our response time in for medical calls these areas and give us the
resources to meet the goal of 6 minutes or less.
Funding:
Cost: $135,000.00 for the Rescue Apparatus
$ 1,500.00 Buy Board
$136,500.00 Total Cost
Source of funds: The Rescue Apparatus General Self-Finance Construction Funds.
Outside Resources: N/A
Background Information•
Staff recommends the signing of this Purchase Order. Input provided for the Fire Department's
Strategic Plan clearly shows the need for smaller rescue apparatus and the ability for our
firefighters to use their advanced lifesaving support skills.
