WHEREAS, the City of Round Rock has been previously awarded grant
funds from the Texas Engineering Extension Service through the 2004
State Homeland Security Law Enforcement Terrorism Prevention Grant
Program, and
WHEREAS, additional grant funds have recently been made available
to the City which the City now wishes to accept, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City a Notice of Subrecipient Award or Adjustment to
Award, a copy of same being attached hereto as Exhibit "A" and
incorporated herein.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.

SPECIAL CONDITIONS
1) The Notice of Subrecipient Award is only an offer until the subrecipient returns the signed copy of the
Notification of Subrecipient Award in accordance with the date provided in the transmittal letter.
2) The subrecipient agrees to use funds in accordance with the instructions in the Texas 2004 LETPP Grant
Instructions.
3) The subrecipient agrees to comply with the applicable financial and administrative requirements set forth in the
current edition of Office of Justice Programs(OJP)Financial Guide.
4) The subrecipient agrees to comply with the organizational audit requirements of OMB Circular A-133,Audits of
States, Local Governments, and Non-Profit Organizations, as further described in the current edition of the OR
Financial Guide,Chapter 19.
5) Subrecipient agrees to make no request for reimbursement prior to return of this agreement approved by the
subrecipient and signed by the authorized subrecipient representative.
6) Subrecipient agrees to make no request for reimbursement for goods or services procured by subrecipient prior to
the performance period start date of this agreement.
7) Subrecipient agrees to comply with the instructions in the Texas 2004 LETPP Grant Instructions regarding base
grant awards if an amount is indicated in block 9
8) Subrecipient agrees to comply with the instructions in the Texas 2004 LETPP Grant Instructions regarding
regional awards if an amount is indicated in block 10.
9) Subrecipient agrees to comply with any special conditions and projects listed in this Notice of Subrecipient
Award for regional projects.
10) The subrecipient affirms that federal funds will be used to supplement existing funds,and will not replace
(supplant)funds that have been appropriated for the same purpose.Subrecipient may be required to supply

Projects and Conditions for the Regional Portion of the Award.
Must have a mutual aid agreement in place,must have an approved emergency management plan.
Project 1. Purchase equipment necessary to connect to Joint Regional Information Exchange
System (JRIES).
Project 1 Conditions Must purchase a dedicated computer with the following
specifications: 512MB, 17" Monitor,Pentium 4 processor,Windows XP,and a High
speed internet connection

Background Information•
In August, City Council authorized the acceptance of a $28,146 grant award from
the 2004 Homeland Security Law Enforcement Terrorism Prevention Program,
which is administered by the Texas Engineering Extension Service (TEEX). These
funds will be used to purchase equipment to detect and mitigate potential threats to
critical City assets.
The original grant was part of a two-component grant from TEEX, the other
component funding Fire Department equipment.
In late November, TEEX notified the City it was increasing the amount awarded to
the Police Department by $1,250. Approving this adjustment will bring the total
amount of the grant award to $29,396.
