WHEREAS, the City of Round Rock has duly advertised for bids for
the construction of the Stone Oak Booster Pump Station in the Preserve
at Stone Oak, and
WHEREAS, while only one bid was received from Keystone
Construction, Inc. , the City Council has determined that the bid is
acceptable, and
WHEREAS, the City Council wishes to accept the bid of Keystone
Construction, Inc. , Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City a contract with Keystone Construction, Inc. for the
construction of the Stone Oak Booster Pump Station in the Preserve at
Stone Oak.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subjectmatter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.

Bids were opened in Round Rock Council Chambers at 2:00 p.m., October 26, 2004, for
construction of Stone Oak Booster Pump Station. A total of one (1) bid was received. A
complete bid tabulation is enclosed.
Based on a review of the bids received, it is our recommendation that the Contract for
construction of Stone Oak Booster Pump Station, be awarded to Keystone Construction
Inc., in the bid amount of$482,150.00.
Please advise me as to your decision so that we may proceed with execution of the

ITEM: 9.E.2. Consider a resolution authorizing the Mayor to execute a contract
with Keystone Construction, Inc. for the construction of the Stone
Oak Booster Pump Station in the Preserve at Stone Oak.

Justification:
The City has experienced low water pressure in the Preserve at Stone Oak Subdivision north
of FM 1431. The water pressure problems have been evident to the residents living in the
higher elevation areas of the subdivision. A booster pump station with a hydro-pneumatic
tank will be designed and built to pump from the existing 1431 standpipe and increase the
water pressure for approximately 720 lots in the Preserve at Stone Oak and Village at
Mayfield Ranch subdivisions on the northwest side of the City.
Bids for this project were opened on October 26, 2004. Six contractors were notified of this
project. Because of the short time-frame and many of the contractors are busy with other
projects at this time, only one of the contractors submitted bid for this project. Because the
bid was within ten percent of the engineer's estimate, and the project must be completed
prior to summer of 2005, we recommend that the Contract for the construction of the Stone
Oak Booster Pump Station be awarded to Keystone Construction. The Engineer's estimate
for construction of this project was $460,365.

Background Information:
For the past several years, the residents in this area of Round Rock have experienced water
pressure problems. The booster pump station will improve the water system pressure and
fire flow in this area, which includes the Preserve at Stone Oak and Village at Mayfield
Ranch subdivisions.
