A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK
("CITY") REQUESTING FINANCIAL ASSISTANCE FROM THE STATE
INFRASTRUCTURE BANK IN AN AMOUNT NOT TO EXCEED$7,000,000;
AUTHORIZING THE FILING OF AN APPLICATION FOR FINANCIAL
ASSISTANCE; AND MAKING CERTAIN FINDINGS IN CONNECTION
THEREWITH.
WHEREAS, the City Council of the City hereby finds and
determines that there is an urgent need for the City to construct
improvements to the City' s transportation system, and
WHEREAS, such capital improvements cannot be reasonably financed
unless financial assistance is obtained from the State Infrastructure
Bank, and
WHEREAS, the City Council now desires to request financial
assistance in an amount not to exceed $7, 000, 000, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
Section 1 . An application to the State Infrastructure Bank is
hereby approved and authorized to be filed with the State
Infrastructure Bank seeking financial assistance in an amount not to
exceed $7, 000, 000 to provide for the costs of construction of
improvements to the City' s transportation system.
Section 2 . The Mayor is hereby designated as the authorized
representative of the City for purposes for furnishing such information
and executing such documents as may be required in connection with the
preparation and filing of such application for financial assistance and
with complying with the Rules of the State Infrastructure Bank.

Section 3 . The following firms and individuals are hereby
authorized and directed to aid and assist in the preparation and
submission of such application and appear on behalf of and represent

Executive Summary
Executive Summary
A major development has been proposed in Round Rock just east of IH-35 between
Westinghouse Road and Chandler Road. The proposed mixed-use development will include
high and low-density residential and commercial land uses. As part of the project planning, the
City of Round Rock has retained HDR Engineering, Inc. to define the extent and cost of the
transportation improvements needed to address the traffic impacts that will occur during the
various stages of the development.
The following improvements are needed to meet the transportation needs of the area.
They are listed with the recommend time of construction and the estimated cost of the
improvement.
1. Reverse the northbound on/off ramps on IH-35 between Chandler Road and
Westinghouse Road, modify the northbound frontage road to by-pass Chandler
Road, and widen the northbound frontage road between the new ramps.
Estimated Cost: $4.2 million
To be constructed by Summer 2006
2. Add a southbound frontage road turnaround bridge over IH-35 at Chandler Road,
which will allow turnaround movements from the southbound frontage road of
IH-35 to the northbound frontage road.
Estimated Cost: $1.4 million
To be constructed by Summer 2006
3. Construct operational improvements at the intersection of Chandler Road and IH-35
service roads. This will provide turn lanes and signal modifications for the new
intersection configuration.
Estimated Cost: $0.5 million

Project Background
A significant development has been proposed in the City of Round Rock just east of
IH-35 between Chandler Road and Westinghouse Road. The proposed mixed-use development
will include high and low-density residential and commercial land uses. As part of the project
planning, the City of Round Rock has retained HDR Engineering, Inc. to define the extent and
cost of the transportation improvements needed to address the traffic impacts that will occur
during the various stages of the development.
The first step in the process of defining the needed transportation improvements was to
identify traffic studies that have already been performed for the area and improvements that are
currently underway. The second step was to perform a traffic study to determine when the
capacity of existing roadways will be exceeded and quantify the traffic that improved facilities
will need to handle in the future.
The following transportation studies have been conducted and/or are being conducted
near the study area:
In 1988, the Texas Department of Transportation (TxDOT) developed an Environmental
Assessment to add a third lane to IH 35 in both directions and modify the ramps on IH 35 from
FM 3406 in Round Rock to Loop 418 in Georgetown.
TxDOT is currently performing a Major Investment Study (MIS) on the IH 35 corridor from
north of the City of Georgetown through the City of Austin. The growing traffic volumes in
Austin and the surrounding cities, including Round Rock and Georgetown, have resulted in a
need for highways with increased capacity and better interchange connections with local roadway
systems. The MIS provides for continuous frontage roads and reconfigured entrance and exit
ramps throughout the study area. The improvements in the MIS were taken into consideration in
this study.
The traffic study associated with the new development was prepared by HDR
Engineering and delivered under separate cover. The following summarizes the findings of that
study.
The major improvements associated with the new development are as follows:
• Reversing the northbound on/off ramps on IH-35;
• Modifying the northbound frontage road to bypass Chandler Road;
• Widening the northbound frontage road; and
• Adding frontage road turnaround bridge at Chandler Road.

Project Background
In addition, several improvements are necessary in order for the intersections in the study
area to operate with sufficient capacity with the additional site generated trips. The
improvements are listed as follows:
• Add a westbound free right-turn lane and improve the northbound right-turn lane to a
free movement at northbound frontage road of IH-35/Chandler Road;
• Convert shared southbound through/left-turn lane to a dedicated left-turn lane at
southbound frontage road of IH-35/Chandler Road; and
• Add a northbound right-turn lane at the intersection of northbound frontage road of
IH-35/Teravista Boulevard.
The traffic study found that the operations of the intersections of Chandler Road with the
two IH-35 frontage roads are limited until the Chandler Road bridge over IH-35 is improved by
adding additional lanes. However, since HOV lanes will be added to IH-35 in the future, it is
anticipated that TxDOT will be replacing the Chandler Road bridge over IH-35 in the future.
Given the regional importance of traffic flow at this interchange, and the need for replacement of
the bridge with or without the proposed development, replacing the bridge was not included as
an option. The replacement of the Chandler Road Bridge over IH-35 can more efficiently be
done with the TxDOT project that adds capacity to the main lanes of IH-35.
The overall project location is shown in Figure 1-1, along with the various improvements
described previously. Figures 1-2 through 1-4, which follow, graphically present the individual
improvements. The proposed improvements are consistent with the recommended alternatives
currently included in the MIS being performed by TxDOT. Each of the individual figures is
discussed in the following.
Figure 1-2 indicates the changes that must be made to reverse the ramps on northbound
IH-35 and realign the frontage road to allow traffic the option of bypassing Chandler Road.
Figure 1-3 shows the proposed turnaround at Chandler Road. Figure 1-4 indicates the
operational improvements that will be needed at Chandler Road.

Design Considerations
The design of modifications to transportation facilities administered by the Texas
Department of Transportation will be completed following TxDOT's design criteria and will be
consistent with the recommendations of the advanced planning completed for the corridor.
Ramps will be designed for 50 mph and the frontage roads will be design for 40 mph. The
turnaround bridge will be designed for low speed turns with the design accommodating WB-67
truck turning movements allowing the truck to stay within its own lane entering and exiting the
turnaround. The Chandler Road turnaround bridge will be constructed consistent with the
proposed interstate centerline and will not have to be reconstructed, along with the existing
bridges, if HOV lanes are added to IH-35. HS-20 loading and 16'6" minimum clearances will be
incorporated in the design for the turnaround bridge.

No right-of-way (ROW) is needed for the roadway improvements associated with the
proposed development. TxDOT owns all of the land required for the improvements.
Utility companies were contacted to determine if there are any potential conflicts. The
following utilities were identified with facilities in the project area: TXU-GAS-UQ,
MCLEODUSA, ONCOR-ELEC-UQ-SMP&C, and VERIZON VALLEY. The utilities
identified run north south along the outside of the IH 35 ROW. The development plans for the
roadway improvements will only construct new elements inside the existing frontage roads. No
significant conflicts are anticipated with these parallel utilities. An underground telephone line
that crosses IH-35 just north of Chandler Road was also identified, and this utility has the
potential to conflict with the retaining wall for the frontage road by-pass of Chandler Road. The
exact location of this line will be determined prior to final design of the new frontage road.

An Environmental Assessment (EA) is required for all of the TxDOT projects, and the
Austin District of TxDOT has indicated that a separate EA may be required for the turnaround
bridge. It appears the environmental impacts associated with these improvements will be
minimal since the improvements will only be modifying an existing major transportation facility.
It appears likely a Finding of No Significant Impact (FONSI) will be the result of the EA.
Preparation of the EA is underway.

Drainage Impacts
A review of FEMA floodplain maps for the area indicated that none of the improvements
will be in a floodplain. A preliminary hydraulic analysis indicates that the current drainage
structures on TxDOT right of way will need to be extended but not enlarged. Development that
is being added to the watershed will need to retain or detain increased runoff, which will allow
drainage structures on lH 35 to be maintained at their current capacity.

Cost Estimates

Cost Estimates
Table 6-1 presents the summary of estimated costs for each improvement. The cost
estimates were developed using TxDOT standard specifications and TxDOT's average low bids
for their construction projects. The actual bids will vary somewhat from these estimates
depending on the demand for construction services at the time when bids are obtained. The total
cost shown for each improvement includes 10 percent for contingencies, 10 percent for
engineering and design development, and 7 percent for construction administration.

Justification:
Obtaining a State Infrastructure Bank (SIB) Loan for this project will facilitate timely
construction of the IH-35 Area Improvements without adversely impacting other scheduled
projects on the TCIP. SIB loans offer favorable terms, including a secondary lien position to
bonded debt.
