This Supplemental Contract No. I 1 to Contract for Engineering Services is made by and between
the City of Round Rock, Texas, hereinafter called the "City" and Atkins North America, Inc.,
hereinafter called the "Engineer".
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract", on the 26th day of January, 2012 for the Creek Bend Boulevard Project in
the amount of $179,898.43; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 1 on July 12, 2012 to
amend the scope of services and to increase the compensation by $805,808.42 to a total of
$985,706.85; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 2 on December 14,
2012 to amend the scope of services and to increase the compensation by $21,570.57 to a total of
$1,007,277.42; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 3 on March 8, 2013 to
amend the scope of services and to increase the compensation by $49,900.00 to a total of
$1,057,177.42; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 4 on August 22, 2013
to amend the scope of services and to increase the compensation by $160,332.84 to a total of
$1,217,510.26; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 5 on October 15, 2013
to amend the provisions for the scope of services; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 6 on March I3, 20I4 to
amend the scope of services and to increase the compensation by $82,089.99 to a total of
$1,299,600.25; and

WHEREAS, the City and Engineer executed Supplemental Contract No. 7 on October 9, 2014
to amend the scope of services and to increase the compensation by $186,383.73 to a total of
$1,485,983.98; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 8 on August 13, 2015
to amend the scope of services and to increase the compensation by $159,095.13 to a total of
$1,645,079.11; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 9 on June 9, 2016 to
amend the scope of services and to increase the compensation by $319,208.46 to a total of
$1,964,287.57; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 10 on February 6, 2017
to amend the Contract to modify the work schedule; and
WHEREAS, it has become necessary to amend the Contract to modify the work schedule;
NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract
is amended as follows:

Article 2, Exhibit C. Work Schedule shall be amended as set forth in the attached Addendum To
Exhibit C.
IN WITNESS WHEREOF, the City and the Engineer have executed this Supplemental

Consider executing Supplemental Contract No. 11 with Atkins North America, Inc. for
the Creek Bend Boulevard Project.
The Creek Bend Blvd Extension project extends Creek Bend Blvd from its existing
terminus at Creek Bend Circle to Wyoming Springs Drive in Williamson County. The
improvements will extend the existing four -lane divided roadway from Creek Bend
Circle across Brushy Creek and Hairy Man Road to connect with Brightwater Boulevard
at Wyoming Springs Drive. The project will include raised medians, sidewalks, and
bicycle accommodations.
On January 26, 2012, an engineering services contract for $179,898.43 with Atkins
North America, Inc. was approved by the City Council. Services covered in this
contract were 30% schematic drawings for a four lane divided roadway connection
between Wyoming Springs Drive and Creek Bend Circle.
Supplemental Agreement No. 1 was approved on July 12, 2012 by the City Council at a
cost of $805,808.42. Services covered under this contract amendment included 100%
plans, specifications, and estimates; and bidding and construction phase services.
Supplement Agreements No. 2 through No. 6 included geophysical studies and
geotechnical investigations for an assessment of voids and related features within the

right of way of the project. The final geotechnical studies were recommended after
completing the geophysical studies of five (5) study areas along the entire proposed
alignment. Construction plans had been 95% complete since February 2013 and were
on hold until the completion of these services. These supplementals were approved by
the City Council from December 2012 through March 2014 for a total amount of
$322,893.40.
Supplemental Agreement No. 7 was executed October 9, 2014 and included
construction phase services for the entire project as well as adding improvements and
extending corridor enhancements along Creek Bend Boulevard to Sam Bass Road.
Landscaping and irrigation will be added to the medians, street lighting will be extended
to Sam Bass Road, and the existing fences along the right of way from Creek Bend
Circle to Sam Bass Road will be replaced with a precast concrete fence. Creek Bend
Boulevard will be milled and overlayed from Pena Cove to Sam Bass Road with only
minor utility adjustments expected. Services for this supplemental were performed at a
cost of $186,383.73 which included approximately $80,000 for construction phase
services.
Supplemental Agreement No. 8 in the amount of $159,095.13 was approved on August
13, 2015 and consisted of construction inspection services related to the bridge
structure, including foundations, substructure and superstructure, for compliance with
the Contract documents. Based on the contractor's baseline schedule it was assumed
that the bridge inspection would last for 4 months. Inspection scope of services
included but was not limited to verifying that the bridge structure was built according to
the plans and specifications, and all contract documents, verifying the accuracy of the
work and determining pay quantities by taking measurements of the quantities placed
and verify all the specifications are met for inspected items of work regarding materials,
construction, measurement and payment.
Supplemental Agreement No. 9 includes Construction Engineering and Inspection
(CEI) services on the project. These services will be provided on an as requested
basis by the City of Round Rock. Invoicing for these services will be based on actual
labor charged to the project and any budget remaining at the end of the contract will not
be invoiced. These CEI services will be provided in addition to the one full time
inspector (40 hours per week) currently assigned. Seven (7) months of additional
inspection time is included over the original scope because of changes (delays) in the
construction timeline. Inspection scope of services shall include, but not be limited to:
structure inspection (bridge and bridge class culverts); Storm Water Pollution Plan
(SW3P) inspection; and Traffic Control Plan (TCP) inspection to verify the project is
built according to the plans, specifications, and contract documents and in compliance
with the Environmental Plan. Construction management services shall include, but not
be limited to, documenting project progress, reviewing and monitoring Contractor's
work schedule, proposed plan changes and construction issues, identifying and making
recommendations to the City for the correction of errors and omissions, substitutions,
defects and deficiencies in the work of Contractor, subs, and vendors, as well as
general project coordination and contract administration. Also included in
Supplemental Agreement No. 9 are additional environmental and geological services
for preparation of up to three (3) more cave closure plans and submission and

coordination with TCEQ for approval. These services are scheduled through January
2017 for a fee of $319,208.46 ($13,578.41 funded by Utilities) bringing the total
contract amount to $1,964,287.57.
Supplemental Agreement No. 10 is for the extension of time to allow for final close out
of the project. There is no change to the contract value.
Supplemental Agreement No. 11 is for the extension of time to allow for final FEMA
review and close out of the project. There is no change to the contract value.
