WHEREAS, §6 . 051, Tex. Tax Code authorizes the Board of Directors
of an appraisal district to purchase real property and improvements as
necessary to establish and operate the appraisal office, and
WHEREAS, the Board of Directors of the Williamson County
Appraisal District has delivered to the City of Round Rock a copy of
Resolution #2004-01 setting forth their desire to purchase property
situated in Williamson County, known as a 5 . 826 acre tract in the C.
Stubblefield Survey, Abstract No. 558 in the City of Georgetown, Texas,
and
WHEREAS, the Board of Directors of the Williamson County
Appraisal District has also delivered information showing the costs of
available alternatives; and
WHEREAS, §6 . 051, Tex. Tax Code requires that an appraisal
district' s purchase of such real property and improvements must be
approved by three-fourths (3/4) of the taxing units entitled to vote on
the appointment of board members, and
WHEREAS, the City of Round Rock is one of the said taxing units,
and
WHEREAS, the City Council wishes to approve the purchase of the
above-referenced real property, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the purchase of the above-referenced real property by the
Williamson County Appraisal District is hereby approved.
The City Council. hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this

Resolution was adopted was posted and that such meeting was open to the
public as required by law at all -times during which this Resolution and

WHEREAS, § 6.051, TEx. TAx CODE authorizes the Board of Directors of an appraisal
district to purchase real property and improvements as necessary to establish and operate the
appraisal office.
WHEREAS, the Board of Directors of the Williamson County Appraisal District desires
to purchase land situated in Williamson County, Texas, a 5.826 acre tract in the C. Stubblefield
survey, abstract No. 558 in the City of Georgetown,Texas.
WHEREAS, the referenced provisions of the Texas Property Tax Code authorize the
following action:
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Williamson
County Appraisal District:
■ RESOLVED, that the Williamson County Appraisal District accept the offer to sell to the
Williamson County Appraisal District ("District") the real property, a 5.826 acre tract in the
C. Stubblefield survey, abstract No. 558 in the City of Georgetown, Williamson County,
Texas. The sales price for the property is $393,360.00.
• RESOLVED, that the Board of Directors of the Williamson County Appraisal District shall
notify the presiding officer of each taxing unit entitled to vote on the approval of the proposal
by delivering a copy of the board's resolution together with information showing the costs of
other available alternatives to the proposal.
• RESOLVED, that this Resolution is for purposes of obtaining the required approval of each
taxing unit entitled to vote on the approval of the proposal and that the passage of this
resolution does not constitute acceptance of the"Offer" to sell the referenced property.
• RESOLVED, that Chairman of the Board of Directors of the Williamson County Appraisal
District is hereby authorized to execute any necessary documents, agreements, or contracts to
carry out the terms and conditions of this Resolution.

Justification: This resolution authorizes the Williamson County Appraisal District to
purchase a 5.826 acre tract of land on FM 1460 in Georgetown, directly
across from the new City of Georgetown's municipal complex.

Background Information: The Appraisal District has been escrowing funds to purchase a
piece of property in order to provide more room for appeals,
more parking space and space for the increased number of
employees needed for several years, and will be able to
purchase this property without a fiscal impact to the City's
budget. The Appraisal District has also tentatively entered
into an agreement to sell their current building to the City of
Georgetown.

Subject: Appraisal District Office Facility
Dear Mr. Nuse :
The dynamic growth of the area has impacted the Williamson County Appraisal District
in meeting its responsibilities. Our appraisal district facilities have become inadequate to
provide enough room for citizen appeals to be heard, parking space for the citizens to
come for those appeals and space for the increased number of employees needed to
administer the appeals and complete all of the appraisal work as required by the Texas
Property Tax Code. We will soon be seeking your official approval of a plan we are
proposing to provide adequate facilities.
After considering all of the options, we have determined the most cost effective plan is
for us to construct a building that will provide the space and parking required. The Board
entered into an agreement, subject to taxing unit approval, to purchase a 5.826 acre tract
of land on FM 1460 in Georgetown directly across from the new City of Georgetown's
municipal complex. The District has been escrowing funds for this purpose for several
years and will be able to purchase this property without a fiscal impact to your budget.
Our plan is to construct a building on that site. This site provides easy accessibility from
any part of the district. We have also tentatively entered into an agreement to sell our
current building to the City of Georgetown. We believe this is a win win situation for
everyone involved.
Before we go any further with our plans, we must come to the eligible taxing units in the
appraisal district to seek your approval. Therefore the Board will soon be sending an
official request to your governing body to ask for that approval. We need to know the
procedure and whom we need to contact in order to get on your official agenda to seek
that approval. It would be very helpful if you would contact our chief appraiser, Bill
Carroll, and provide him with that information.
This procedure will be very time sensitive under the Texas Property Tax Code and we
will need your support and cooperation to make sure we meet the required deadlines.
Therefore we will need to be placed on your June 24th agenda for action. One of our
board members or the chief appraiser will attend that meeting to respond to questions.
