WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter called the "Contract", on the 13th day of April, 2017 for the Texas Avenue Connection Project in the amount of $141,164.38; and WHEREAS, it has become necessary to amend the Contract to modify the provisions for the scope of services and to increase the compensation by $15,617.00 to a total of $156,781.38; NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract is amended as follows: Article 2, Engineering Services and Exhibit B. Engineering Services shall be amended as set forth in the attached Addendum to Exhibit B. Exhibit C Work Schedule shall be amended as set forth in the attached Addendum to Exhibit C. Article 4._ Compensation and Exhibit D. Fee Schedule shall be amended by increasing by $15,617.00 the Iump sum amount payable under the Contract for a total of $156,781.38, as shown by the attached Addendum to Exhibit D. I6 8427 ADDENDUM TO EXHIBIT B Engineering Services This contract consists of providing engineering services required for the preparation of plans, specifications and estimates (PSKL) and related supporting documents for the construction of -I exas Avenue in Round Rock. "f X on new location. I exas Avenue %r ill consist ofa 60 loot right-ol=way, 37 IM of pavement, curb and gutter and a sidewalk on the south side of the road. 'I hese services include preparing, road%%ay design, hydrologic and hydraulic design, eater quality improvements, «astewater design, and survey necessary to support the design process. I'hese services do not include geotechnical data collection, analysis. or environmental engineering, services. The initial design scope for water quality of the Project included StormTrooper vault design to account for the Texas Avenue extension and an assumed 85% impervious cover for the WCID property. Upon preliminary analyses, sizing and cost analyses of the StormTrooper vaults, the City of Round Rock requested a cost and site impact analysis for a traditional sedimentation/filtration pond to account for TCEQ Edwards Aquifer water quality requirements. Upon review of the requested cost and site analysis of a traditional pond structure by City staff, it was requested that the scope of the project be revised for design of traditional sedimentation/filtration pond instead of StormTrooper vaults. Below are the requested services and criteria for design of the elements to provide water quality for Texas Avenue and the WCID property. 1) Roadway Design Controls (FC 160) i) The Engineer shall adjust proposed roadway design to accommodate changes made to drainage features and revise Plan and Profile sheets as needed. 2) Drainage (FC 161) i) The Engineer shall provide a preliminary water quality design to be approved by the City prior to commencing final design. Design will consists of a water quality sedimentation/filtration pond feature designed in accordance with TCEQ requirements for mitigation of total suspended solids (TSS). (1) The water quality feature will be sized to accommodate the WCID property at an assumed 75% impervious cover and the Texas Avenue improvements. (2) A storm water stub out to the WCID property shall be provided for conveyance to the proposed water quality and detention pond features. (3) Engineer will design a splitter structure for distribution of runoff for the water quality treatment and for detention facilities. (4) The water quality pond will be designed at 3:I natural slopes. Structural walls for the pondare not included in the scope of service. ii) Engineer shall prepare and size a detention pond facility to be sized for impervious cover mitigation for the Texas Avenue Right of Way and the WCID property north of Texas Avenue. The WCID property is assumed to consist of 75% impervious cover to detention calculations (1) The detention pond facility will be designed at 3:1 natural slopes with a 4:1 sloped section provided for maintenance access. Structural walls for the detention pond are not included in the scope of service. iii) Engineer will prepare detail sheets for the proposed water quality and detention pond, detention outlet structure. iv) Engineer will provide detention and water quality calculations within the construction plans for the Project. 3) Project Management and Administration (FC 164) i) The Engineer has provided for two additional formal meetings at two hours each. The City of Round Rock executed a contract with Aguirre & Fields, LP. in the amount of $141,164.38, on April 13th 2017, in exchange for providing 60%, 90%, 100% PS&E designs for a new road section of Texas Avenue. The project will extend existing Texas Avenue from Greenhill Drive to its current termini, approximately 730ft. east of Greenhill Drive. The project is proposed to be ready for advertising by mid-November 2017. Supplemental #1, in the amount of $15,617.00, will increase the scope of the original contract to include a sedimentation/filtration/detention pond (Detention Pond) as part of its PS&E submittals. This Detention Pond was added to the scope of the Texas Ave Project, by way of an Interlocal Agreement(ILA) between the City of Round Rock (CORR) and the Upper Brushy Creek Water Control and Improvement District (WCID). It is the intent of the CORR to partner with WCID in its treatment and detention of storm water, which will be documented through the execution of an ILA. The Transportation Department recommends that the City of Round Rock execute a supplemental contract with the engineering firm Aguirre & Fields, LP in the amount of $15,617.00 in exchange for providing the City of Round Rock with the additional water quality and detention designs necessary for the PS&E plans.
