WHEREAS, the Capital Area Council of Governments, in cooperation with Envision Central
Texas, the Capital Area Metropolitan Planning Organization, and the cities of Austin and San Marcos
are preparing to submit a grant application to the U.S. Department of Housing and Urban
Development; and
WHEREAS, said grant application requires that all cities listed in the Metropolitan Statistical
Area must be signatories to an agreement for the region to be eligible to apply for the grant; and
WHEREAS, the City of Round Rock wishes to show its support for this grant application and
to express its intent to enter into a memorandum of understanding with other members of the Central
Texas Sustainability Consortium; Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the City of Round Rock hereby supports the submission of a grant application to the
United States Department of Housing and Urban Development and expresses its intent to enter into a
memorandum of understanding with other members of the Central Texas Sustainability Consortium at
the appropriate time.
BE IT FURTHER RESOLVED
That the City Council hereby authorizes the Mayor to sign the Letter of Intent, a copy of same
being attached hereto as Exhibit "A" and incorporated herein for all purposes.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

This letter of intent expresses the City of Round Rock's support of the Capital Area
Sustainability Consortium, led by the Capital Area Council of Governments, Capital Area
Metropolitan Planning Organization, Envision Central Texas, and the cities of Austin,
Round Rock and San Marcos, in seeking funds through a Regional Sustainability Planning
Grant from the U.S. Department of Housing and Urban Development for the following
purposes:
• Developing an analytical network of tools and models to help the region better
plan for sustainable growth and better measure the impact of its development
and infrastructure investments;
• Supporting the successful development of regional Activity Centers (as defined in
the CAMPO 2035 long-range transportation plan) through demonstration
projects such as site-specific plans, market studies, code and ordinance
enhancements, and other pre -development initiatives; and
• Improving regional collaboration to identify and help close gaps in existing local
plans in ways that will help Central Texas achieve desired region -wide
sustainability outcomes in areas such as housing, energy and water use,
education and social services in which key decisions are and need to be made at
the local level.

This letter of intent also expresses our willingness to join the Capital Area Sustainability
Consortium at the appropriate time, either before or after the award of a Regional Sustainability
Planning Grant. At such time, we intend to execute a memorandum of understanding with other
members of the Consortium that clearly defines the scope of our involvement.

Item Summary:
The Capital Area Council of Governments (CAPCOG), in cooperation with Envision Central Texas (ECT), the Capital
Area Metropolitan Planning Organization (CAMPO), the City of Austin, the City of San Marcos and other yet to be
named partners are preparing to submit a grant application to the U.S. Department of Housing and Urban
Development. The goals of this grant are:
1) Develop Sustainable metrics and tools - use the regions technological and academic expertise to develop a
system which is able to analyze investments to determine what the net benefit may be to a community.
2) Support well designed demonstration projects in selected activity centers throughout the region.
3) Strengthen the regions plan for sustainable development — enhance existing regional plans, by using data derived
from this process to make plans more implementable and productive.
As a part of the region, Round Rock has been asked to participate in this grant application and subsequent planning
process. Terms of the grant application require that all cities listed in the Metropolitan Statistical Area (MSA) must
be signatories to an agreement for the region to be eligible to apply for the grant. The specific costs to the City of
Round Rock have not been determined at this time, although the grant program is an 80/20 match. In kind match is
allowed. Specific costs will be determined at a later date.
