R -03-11-13-11A1 WHEREAS, the Capital Area Planning Council is directed by the Texas Commission on Environmental Quality (TCEQ) to administer solid waste grant funds for implementation of the adopted Regional Solid Waste Management Plan 2002-2020, and WHEREAS, Williamson County, Texas is qualified to apply for grant funds under the Request for Applications, and WHEREAS, it is the desire of Williamson County to provide a regional recycling facility for the benefit of all its citizens and to save the capacity of the existing landfill, and WHEREAS, the project priorities include the category of source reduction and recycling (Goals #5, 6, 8, 10 & 11 of the Regional Solid Waste Management Plan 2002-2020), and WHEREAS, the City of Round Rock wishes to offer its support of this application as it would benefit the community by providing a needed recycling facility to serve the citizens of Williamson County, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the City of Round Rock supports the efforts of Williamson County to establish a regional recycling center through Williamson County's solid waste program grant application. Main Round Rock, TX 78664 Dear Mr. Nuse: FRANKIE LIMMER WILLIAMSON COUNTY COMMISSIONER PCT #4 October 13, 2003 Williamson County is planning to apply for a Capital Area Planning Council (CAPCO) Solid Waste Grant in this round of funding. The plan is to apply for a regional recycling facility for the benefit of Williamson County residents. The site selected is at the Williamson County Landfill. The first phase of the grant will be funding for preparation of the site, a building and the start up of the facility. The facility will begin by recycling paper, cardboard, scrap metal, glass and plastic. Williamson County hopes to increase the facility the following grant cycle to include household hazardous waste (paint, chemicals & pesticides) Williamson County will pledge the site and the management for the facility as its matching contribution. The City of Hutto has pledged the services of a grant writer as its matching contribution. This is an exciting and long awaited plan. I am asking the City of Round Rock Commissioners for their help first by passing a resolution of support for the recycling center. Second, matching funds always show support and I hope would be considered.
