R -08-06-12-10D1 WHEREAS, §8.503 Code of Ordinances (1995 Edition) provides for the reimbursement for the oversizing of water mains, and WHEREAS, Chelsea Property Group has submitted a reimbursement request for the oversizing of water mains associated with the Teravista Parkway and Oakmont Drive Roadway Project, and WHEREAS, the City Council wishes to approve said reimbursement, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the City Council hereby authorizes the reimbursement to Chelsea Property Group of $28,844.82, which is the cost of oversizing water mains associated with the Teravista Parkway and Oakmont Drive Roadway Project. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. CITY OF ROUND ROCK MEMORANDUM Date: May 22, 2008 To: File From: Alysha Girard, P.E., Assistant City Engineer Engineering & Development Services, City of Round Rock Re: Chelsea Property Group Oversize Reimbursement - Teravista Parkway & Oakmont Drive This memorandum is in regard to the oversize reimbursement for the Chelsea Property Group for the Teravista Parkway & Oakmont Drive project. The following is a breakdown of linear footage of waterline and pipe sizes: ROADWAY: PIPE SIZE: LINEAR FEET: OVERSIZE REQ'D: Teravista Parkway 16" 1,677.92 Yes Oakmont Drive 12" 3,291.94 No As verified by the Utilities Department, a 12" waterline along the Teravista and Oakmont roadways was required. The waterline size was oversized to a 16" at certain locations based on the Water and Wastewater Masterplan. Section 8.116(7) of the City's Subdivision Ordinance specifies a reimbursement rate of $2.60 per inch diameter per linear foot of oversized main; however, Section 8.503(2) states that mains oversized to 16" or greater are allowed to be reimbursed by the alternative method of a reimbursement contract. The design engineer's estimate was utilized in this alternative method. It indicated the incremental pipe size bid amount for the reimbursement, which can be a common practice for estimating oversize for waterlines. It allows room in the cost for the more expensive aspects of utility lines, such as gate valves and fittings, which the reimbursement rate does not take into account. Low bid of 16" = $47.22 per LF Low bid of 12" = $30.03 per LF $47.22 - $30.03 = $17.19 per LF 1,677.92 LF x $17.19 per LF = $28,844.82 Therefore, the total oversize reimbursement to be issued to Chelsea Property Group for the Teravista Parkway & Oakmont Drive project is $28,844.82. Consider a resolution authorizing the reimbursement to Chelsea Property Group for the cost of waterline main oversizing for the Teravista Parkway and Oakmont Drive Roadway project. Department: Staff Person: Justification: Engineering and Development Services Alysha Girard, P.E., Assistant City Engineer Chelsea Property Group constructed a 16" water line to provide capacity for future development of upstream properties in accordance with the City's Water Master Plan. The water and wastewater utilities department verified that a 12" water line would have been sufficient for future development. Funding: Cost: $ 28,844.82 Source of funds: Utility Account — Water Oversize Account Outside Resources: HDR Group Huggins Seiler & Associates Bury + Partners Background Information: Chelsea Property Group constructed the improvements which were accepted by the City in October of 2006.
