WHEREAS, the U.S. Department of Homeland Security has grant
funds available to cities for various law enforcement projects, and
WHEREAS, grant funds are available through the CEDAP
(Commercial Equipment Direct Assistance Program) to fund an Advanced
Vehicle Tracking System, and
WHEREAS, the City Council wishes to make application for the
grant to provide financial assistance for the above-described
system, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the Mayor is hereby authorized and directed to make the
necessary application for the above-described grant.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

ITEM: *10A1. Consider resolution authorizing the Mayor to approve a Grant
Application for an Advanced Vehicle Tracking System (AVTS).

Justification:
The Criminal Investigations Division of the Police Department intend to use the Advanced Vehicle
Tracking System offered by CEDAP to help with tracking individuals' movements to solve crimes
as well as work with the FBI to track terrorists. The Department hopes to receive equipment that
would not normally be funded through the normal budget process. This equipment is valued at
$43,000.
Funding:
Cost: $3,560 annual costs beginning FY 2011.

Background Information:
The Department of Homeland Security's (DHS) Commercial Equipment Direct Assistance Program
(CEDAP) is intended to strengthen the Nation's overall level of preparedness for critical incidents.
CEDAP complements other major grant programs to enhance regional response capabilities and
mutual aid by providing technology and equipment, together with training and technical assistance
required to operate that equipment, to law enforcement, emergency responders and public safety
agencies in smaller jurisdictions and certain metropolitan areas.
