R -08-06-26-10C2 WHEREAS, the City of Round Rock has duly advertised for bids for the Bowman Road Drainage Improvements Project, and WHEREAS, Austin Engineering Co., Inc. has submitted the lowest responsible bid, and WHEREAS, the City Council wishes to accept the bid of Austin Engineering Co., Inc., Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City a contract with Austin Engineering Co., Inc. for the Bowman Road Drainage Improvements Project. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Consider a resolution authorizing the Mayor to execute a Construction Contract with Austin Engineering Co., Inc. for the Bowman Road Drainage Improvements. Department: Staff Person: Engineering and Development Services Danny Halden, P.E., City Engineer Justification: On Wednesday, March 5, 2008, at 2:00 p.m., seven (7) sealed bids were submitted for the Bowman Road Drainage Improvements. Kasberg, Patrick, and Associates and City staff, upon review of said bids, determined that Austin Engineering Co., Inc. is the apparent low bidder and recommends award of this contract to this firm. The Contract with Austin Engineering Co., Inc. is for Construction Services for improvement to the Bowman Road Area Drainage System. The project addresses the open drainage channels currently existing between Heathwood Circle and James Place, Egger Avenue and Andover Drive, and Andover Drive and Willowbend Drive. These channels will be upgraded with storm sewers and surface flumes. The aforementioned channel improvements necessitate upgrading roadway culverts and the existing channel on the Texas Baptist Children's Home property. Staff is recommending award of the Base Bid along with Alternates A and B. Alternate A will relocate/reconstruct fencing in the area of the aforementioned open drainage channels and Alternate B will reconstruct the existing roadway culvert just east of Nicole Circle, which has been a maintenance problem. Funding: Cost: $1,135,197.00 Source of funds: 2002 G.O. Bonds Outside Resources: Kasberg, Patrick, and Associates Austin Engineering Co., Inc. Background Information: Award of this contract has been delayed because the City has been unable to resolve the relocation of Southwestern Bell Telephone facilities necessary for the construction of the Bowman Road Drainage Improvements project. Therefore, the City is proposing constructing the project in phases while continuing to work through the relocation issues with Southwestern Bell. To achieve this phasing, the Contract Agreement has been revised accordingly and Austin Engineering has indicated that the bid prices submitted on March 5, 2008 are still valid. The construction of this project will provide more efficient drainage, improve the appearance and appeal of the neighborhood, and facilitate the City's maintenance efforts. This area was identified for drainage improvements and subsequently recommended by the Bond Task Force to be included in the Bond election approved by the citizens of Round Rock in November 2001.
