R -08-06-26-10E11 WHEREAS, the City of Round Rock has duly advertised for bids for the 7.5 MG High Service Pump Improvements at the Water Treatment Plant, and WHEREAS, Excel Construction Services, LLC has submitted the lowest responsible bid, and WHEREAS, the City Council wishes to accept the bid of Excel Construction Services, LLC, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City a contract with Excel Construction Services, LLC for the 7.5 MG High Service Pump Improvements at the Water Treatment Plant. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Consider a resolution authorizing the Mayor to execute a construction contract with Excel Construction Services, LLC. for construction of the new 7.5 MG High Service Pump Improvements at the Water Treatment Plant. Department: Staff Person: Water and Wastewater Utilities Michael D. Thane, Director of Utilities Justification: The High Service Pump Improvements Project will allow the City of Round Rock to deliver the full amount of contracted water from the Brazos River Basin to the City's Water Treatment Plant (WTP). Upon completion, this project will enable the City to provide Cedar Park with 2.5 million gallons per day (mgd) of potable water by the summer of 2008, and 4.0 (mgd) of potable water by the summer of 2009, as required in the City's agreement with Cedar Park. This pump is scheduled to be in service by June 2009. On June 03, 2008, the City received five bids for this project with the average bid amount being $1,050,437.20. Excel Construction Services, LLC submitted the low bid in the amount of $940,200.00. In 2007, Excel Construction Services, LLC successfully completed the Westinghouse Road Tank and Well Improvements project for the City. Therefore, City Staff recommends awarding this project to Excel Construction Services, LLC. Funding: Cost: $940,200.00 Source of funds: Capital Project Funds (Self -Financed Utility) Outside Resources: Camp, Dresser & McKee, Inc. Background Information: With the addition of the 7.5 MG High Service Pump, the City's Water Treatment Plant will be able to provide a firm 52 mgd of potable water to the distribution system. In addition to the 7.5 MG High Service Pump project, two other projects are required to meet our obligations under the Interlocal Agreement for Emergency Water Supply between the City of Round Rock and the City of Cedar Park, as approved by City Council on May 24, 2007. These projects are the RM 1431 36" Water Line project, which is currently under construction, and the RM 1431 2.0 MG Elevated Water Tank project. Cedar Park is contributing $1,000,000 toward these projects per the agreement. Public Comment: N/A
