AN ORDINANCE AMENDING CHAPTER 9, SECTION 9.503, CODE
OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK,
TEXAS, ELIMINATING A PORTION OF WAYNE DRIVE FROM
SUNRISE ROAD TO 150' WEST OF MESA PARK DRIVE AS A
SCHOOL SPEED ZONE; PROVIDING FOR A SAVINGS CLAUSE
AND REPEALING CONFLICTING ORDINANCES OR
RESOLUTIONS.
WHEREAS, on August 14, 2003, the City Council of the City
of Round Rock, Texas, adopted Ordinance No. G -03-08-14-E1 which
designated a reduced speed zone on Wayne Drive from Sunrise Road
to 150' west of the centerline of Mesa Park Drive, and
WHEREAS, the lack of school related pedestrian traffic
traveling on Wayne Drive has eliminated the need for a reduced
speed zone in this area, Now Therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND
ROCK, TEXAS:
I.
That Chapter 9, Section 9.503, of the Code of Ordinances
(1995 Edition), City of Round Rock, Texas, is hereby amended to
repeal the 20 mph school speed zone for a portion of Wayne Drive
from Sunrise Road to 150' west of the centerline of Mesa Park
Drive.
II.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.

C. The City Council hereby finds and declares that
written notice of the date, hour, place and subject of the
meeting at which this Ordinance was adopted was posted and that
such meeting was open to the public as required by law at all
times during which this Ordinance and the subject matter hereof
were discussed, considered and formally acted upon, all as
required by the Open Meetings Act, Chapter 551, Texas Government
Code, as amended.

affirmative vote of all the Council members present, the
requirement for reading this ordinance on two separate days was
dispensed with.

Round Rock ISD has no objections to the removal of the school zone at Mesa Park & Wayne. We
support the City's efforts to comply with MUTCD, Section 76.11 which states:
"The reduced speed zone should begin either at a point of 200 ft. from the crosswalk, or from the first
driveway on school property, whichever is encountered first as traffic approaches the school"

Due to lack of school related pedestrian traffic traveling on Wayne Drive, the school zone is no
longer required.

Source of funds: N/A
Background Information:
Based on information gathered and evaluated by the City of Round Rock and Round Rock
Independent School District, a school zone is no longer required at this location.
As stated in the Manual of Uniform Traffic Control Devices, the reduced speed zone should
begin either at a point of 200 ft from the crosswalk or from the first driveway on school
property, whichever is encountered first as traffic approaches the school, thus requiring the
City to amend existing speed zones in order to be in compliance.
Public Comment: N/A
