AN ORDINANCE AMENDING CHAPTER 9, SECTION 9.503, CODE OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK, TEXAS, TO ELIMINATE THE EXISTING SCHOOL SPEED ZONE ON A PORTION OF SUNRISE ROAD AND TO DESIGNATE TWO PORTIONS OF SUNRISE ROAD AS A SCHOOL SPEED ZONE; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS. WHEREAS, on August 14, 2003, the City Council of the City of Round Rock, Texas, adopted Ordinance No. G -03-08-14-E1 which designated a reduced speed zone on Sunrise Road from 100' south of Mesa Park Drive to 200' north of Country Aire Drive, and WHEREAS, it is necessary to eliminate the existing school speed zone on Sunrise Road and to designate two portions of Sunrise Road as school speed zones, Now Therefore BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. That Chapter 9, Section 9.503, of the Code of Ordinances (1995 Edition), City of Round Rock, Texas, is hereby amended to repeal the existing 20 mph school speed zone for a portion of Sunrise Road from 100' south of Mesa Park Drive to 200' north of Country Aire Drive. II. Consider an ordinance amending Chapter 9, Section 9.503 of the Round Rock Code of Ordinances by repealing the existing school speed zone on Sunrise Road and designating two portions of Sunrise Road as school speed zones. (Second Reading) Department: Staff Person: Justification: Transportation Services Thomas G. Martin, P.E., Director of Transportation Services In order to comply with the provisions of the MUTCD on locations of school zones, it is necessary to adjust the length of the school zone on Sunrise road. Additionally, it is necessary to adjust the times of the school zones on Sunrise road to better reflect the hours of operations for both Stony Point High School, Stony Point 9th Grade Center, and Robertson Elementary. It is proposed that the 20 MPH school zone on Sunrise road to be amended as follows: Existing: From 100' south of Mesa Park Drive to 200' north of Country Aire Drive, with time to be from 7:OOam to 9:30am, and 2:30pm to 4:30pm. Proposed: From 100' south of Mesa Park Drive to 50' south of Greenfield Drive, with times of 7:OOam to 8:OOam, and 2:30pm to 4:OOpm. From 50' north of Wayne Drive to 50' south of Jester Farms Road, with times of 8:30am to 9:30am, and 3:45pm to 4:45pm. Funding: Cost: $ 0.00 Source of funds: N/A Background Information: As stated in the Manual of Uniform Traffic Control Devices, the reduced speed zone should begin either at a point of 200 ft from the crosswalk or from the first driveway on school property, whichever is encountered first as traffic approaches the school, thus requiring the City to amend existing speed zones in order to be in compliance.
