AN ORDINANCE AMENDING CHAPTER 9, SECTION 9.503, CODE
OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK,
TEXAS, DESIGNATING A PORTION OF THOMPSON TRAIL AS A
SCHOOL SPEED ZONE; PROVIDING FOR A SAVINGS CLAUSE
AND REPEALING CONFLICTING ORDINANCES OR
RESOLUTIONS.
WHEREAS, Section 545.352 of the Texas Transportation Code
establishes prima facie reasonable and prudent speed limits for
streets and highways situated in the State of Texas; and
WHEREAS, Section 541.302 of the Texas Transportation Code
authorizes the governing body of a municipality to designate a
reduced -speed zone on a street to facilitate the safe crossing
of a street by children going to or leaving a public or private
school, and
WHEREAS, the Council has determined that a 20 miles per
hour school speed zone should be established on Thompson Trail
from 50' west of its south intersection with A.W. Grimes to 50'
west of its north intersection with A.W. Grimes, between the
hours 7:00 a.m and 8:00 a.m. and between the hours of 2:30 p.m.
and 4:00 p.m. on school days only; Now Therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND
ROCK, TEXAS:
I.
That Chapter 9, Section 9.503, of the Code of Ordinances
(1995 Edition), City of Round Rock, Texas, is hereby amended to
read as follows:

A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.
C. The City Council hereby finds and declares that
written notice of the date, hour, place and subject of the
meeting at which this Ordinance was adopted was posted and that
such meeting was open to the public as required by law at all
times during which this Ordinance and the subject matter hereof
were discussed, considered and formally acted upon, all as
required by the Open Meetings Act, Chapter 551, Texas Government
Code, as amended.

Due the opening of Callison Elementary School in the fall of 2008, a school zone is required for
Thompson Trail as follows:
Proposed: A 20 MPH school zone for Thompson Trail from 50' west of the south
intersection of Thompson Trail and A.W. Grimes to 50' west of the north
intersection of Thompson Trail and A. W. Grimes. Time of this school zone is to
be: 7:OOam to 8:OOam and 2:30pm to 4:OOpm.

Cost: $ 0.00
Source of funds: N/A
Background Information:
The addition of a school zone will promote a safer environment for school traffic entering and
exiting Thompson Trail.
As stated in the Manual of Uniform Traffic Control Devices, the reduced speed zone should
begin either at a point of 200 ft from the crosswalk or from the first driveway on school
property, whichever is encountered first as traffic approaches the school, thus requiring the
City to amend existing speed zones in order to be in compliance.
