WHEREAS, the City of Round Rock has previously entered into
an agreement for engineering services ("Agreement") with Rust
Lichliter/Jameson for the development of a Transportation Master
Plan for the City of Round Rock, and
WHEREAS, Rust Lichliter/Jameson has submitted Supplemental
Agreement No. 1 to the Agreement to provide for additional traffic
modeling and traffic study services, and
WHEREAS, the City Council desires to enter into said
Supplemental Agreement No. 1 to the Agreement with Rust
Lichliter/Jameson, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City Supplemental Agreement No. 1 to the Agreement
with Rust Lichliter/Jameson to provide for additional traffic
modeling and traffic study services, a copy of said supplemental
agreement being attached hereto and incorporated herein for all
purposes.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended, and the Act.

SUPPLEMENTAL AGREEMENT NO. 1
TO CONTRACT FOR ENGINEERING SERVICES
This Amendment to the Contract for Engineering Services is made by and between the City of
Round Rock, Texas, hereinafter called the "City" and Rust Lichliter/Jameson, hereinafter called
the "Engineer."
WHEREAS, the City and the Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract", on the 25th day of September, 1997 to develop a Comprehensive
Transportation Master Plan for the City of Round Rock and its ETJ, and
WHEREAS, Article 2, Scope Of Services To Be Provided By Engineer, describes those
engineering services to be provided by the Engineer as a part of the Contract, and
WHEREAS, Article 3, Contract Period, requires termination of the Contract on November 30,
1998 unless the Contract is extended, and
WHEREAS, Article 4, Compensation, establishes the maximum lump sum payable under this
contract at $252,063.20 without modification of the contract, and
WHEREAS, the City has increased the scope and quantity of work required of the Engineer
through this contract by requiring the development of special models to study various
alternatives for SH 130 and the development of a special sub -area model and report concerning
the South Commercial Area of Round Rock; a significant increase in the number of public
meetings and public involvement for the project; preparation of additional map bases, digital
ortho photos, newspaper inserts, and exhibit maps; and future consultant services to maintain and
update the TRANPLAN Model.
WHEREAS, the increase in scope of work will require the Contract Period to be extended until
September 30, 1999, and
WHEREAS, the Engineer has agreed to perform the additional work for $79,764.00 increasing
the lump sum fee for the contract to $331,827.20,
NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract is
amended as follows:
"Article 3 CONTRACT PERIOD" shall be amended by extending the termination date of the
Contract to the close of business on September 30, 1999.
"Article 4 COMPENSATION" shall be amended by changing the lump sum amount payable
under this contract to $331,827.20.
"EXHIBIT A Round Rock Transportation Plan Scope of Services" shall be amended by the
addition of the following items of work:
1.4.10 Development of Digital Ortho and GIS Mapping Base - The
Engineer shall take the raw digital ortho files provided by the City
splice in additional coverage available from other sources as a base for
the plan development. The Engineer shall develop GIS files describing
the City Limits, ETJ, and street network to match the composite digital
ortho base map.
1.7.1 Network Development - ... An additional network will be developed
describing a SH 130 scenario outside the ETJ of the City. Sufficient
TRANPLAN model iterations will be run to describe the differences
between the east and west alternatives.
1.8.2 (a) A special sub - area traffic model and special report will be developed
for the South Commercial Area of Round Rock.
1.9 (a) PUBLIC MEETING #3
1.9 (a).1 Meeting Preparation - Rust will prepare all necessary exhibits and
meeting materials for the public meeting. Public Meeting #3 will
present additional refinements of the Ultimate Buildout Plan, and the
Year 2007 and Year 2017 Plans.
1.9 (a).2 Meeting - Five Rust employees will attend the public meeting. The
meeting format will generally consist of an open house, a presentation,
and a public comment session.
1.9 (a).3 Meeting Summary - Rust will develop and provide to the City a
meeting summary after the meeting.
1.9 (b) NEIGHBORHOOD MEETING - Rust will prepare all necessary exhibits and
meeting materials for a neighborhood meeting. The meeting will present information
about a corridor and will seek input from the neighborhood. Two Rust employees will
attend the meeting and document the discussions.
1.13.4 Present Final Master Plan to the City Council - ... Rust will prepare the layout
suitable for printing of a two page insert including maps and the Transportation
Master Plan highlights appropriate for the inclusion in a full size newspaper.
1.13.5 TRANPLAN Training - ... Rust will provide additional services upon request of
the City to maintain and modify the TRANPLAN model. These services will be
based upon a written work order signed by the City Traffic Engineer which will
detail the specific compensation agreed upon for each work order task, and in no
event will the compensation provided to the Engineer by the City for this item of
work exceed the compensation allowed under Article 4 Compensation of this
contract.

additional items of work for the development of the Transportation
Master Plan not included in the original contract, provides for additional
traffic modeling and traffic study services after the adoption of the
Transportation Master Plan by the City Council, increases the maximum
amount payable for services from $252,063.20 to $331,827.20 and
extends the termination date of the contract from November 30, 1998 to
