RESOLUTION NO. R -08-11-25-9B1 WHEREAS, the City of Round Rock has previously entered into a Contract for Engineering Services ("Contract") with HDR Engineering, Inc. for the Arterial A Project, and WHEREAS, HDR Engineering, Inc. has submitted Supplemental Contract No. 2 to the Contract to modify the provisions for the scope of services, and WHEREAS, the City Council desires to enter into said Supplemental Contract No. 2 with HDR Engineering, Inc., Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City Supplemental Contract No. 2 to the Contract with HDR Engineering, Inc., a copy of same being attached hereto as Exhibit "A" and incorporated herein for all purposes. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. This supplemental agreement will also provide for additional UPRR coordination, Coordination with other city and county consultants and utility coordination. PS&E shall be prepared in accordance with the applicable requirements of TxDOT and CITY OF ROUND ROCK Specifications, Standards, and manuals (updated for revisions) and the TxDOT construction specifications. Deliverables Required of the ENGINEER The ENGINEER will be required to provide the following deliverable items: 1. Roadway Drainage design and coordination along US 79 and Arterial A. 2. Coordination with Utility companies. 3. Incorporate updates to UPRR plans based on revised design standards and comments. 4. Incorporate updates based on UPRR construction standards and comments. 5. Update retaining wall layout and design for revised geotechnical design. 6. Combine City of Round Rock and Williamson County design plans and bid documents. 7. Project Management, coordination with Williamson County and TxDOT and QC/QA. 8. Constructability review and plan and bid document verification. 9. One Traffic Signal Design at Joe DiMaggio and Arterial A. 10. One Traffic Signal Design at Joe Dimaggio and US 79 Signal design work includes: ■ Meet with City of Round Rock to discuss traffic signal designs at the intersections of US 79 and Joe DiMaggio Boulevard, and Arterial A and Joe DiMaggio Boulevard. ■ Coordinate with Texas One Call System to locate all utilities in the field. Page 1 of 4 ■ Conduct a field review of the intersection to note and verify physical constraints, power connection, utility placement, and any other details necessary for signal plan preparation. Q Prepare a draft set of plans, specifications, and a quantity estimate. Draft plans will include a complete traffic signal plan set, including pavement markings at US 79, signage, and communication equipment details necessary to facilitate traffic signal operations. ROW and Design Survey: I . Update Survey in areas where existing ground has changed due to the reconstruction of US 79 at Arterial A. 2. SAM Inc. will update up to five (5) right-of-way documents for the Arterial A project between US 79and Brushy Creek. The five (5) documents will include two construction easements along the UPRR for the shoofly alignment construction and permanent ROW for the Arterial A project between Brushy creek and US 79. 3. Sam Inc. will locate in the field seven (7) points adjacent UPRR South ROW line. The coordinates for the points will be provided by HDR and will be located along the shoo -fly limits. Arterial A — Phase II - From Just North of Joe Dimaggio to Forest Creek Blvd — Lump Sum Fee The work to be performed by the Engineer under this section of supplemental agreement #2 shall consist of providing engineering services for roadway, drainage, signal design, etc and preparation of 1 (one) set of Plans, Specifications, and Estimates (PS&E) for the construction of 6 lane ultimate Arterial A. The plans will reflect a six lane divided roadway. The Williamson County general notes, bid quantities, construction estimate and plans for the bridge over Brushy Creek will be incorporated into the final plan set. PS&E shall be prepared in accordance with the applicable requirements of TxDOT and CITY OF ROUND ROCK Specifications, Standards, and manuals (updated for revisions) and the TxDOT construction specifications. Consider a resolution authorizing the Mayor to execute Supplemental Contract No. 2 for Engineering Services with HDR Engineering, Inc. for the Arterial A project. Department: Staff Person: Transportation Services Tom Martin, P.E., Director of Transportation Services Justification: This Supplemental Agreement is for additional work to update and revise the Union Pacific Railroad (U.P.R.R.) Overpass plans in accordance with the railroad's comments and requirements. Additionally, Supplemental Agreement No. 2 includes: combining of the plans produced by HDR Engineering, Inc. and S.D. Kallman, Inc. for the ultimate eastbound lanes into a single set of construction plans and bid documents; additional coordination with U.P.R.R., Williamson County and the TxDOT; additional geotechnical testing; additional surveying to provide parcel descriptions for needed right-of-way on both the City's and the County's projects, drainage and design of traffic signals at the intersections of U.S. 79 and Joe DiMaggio Boulevard and Arterial A and Forest Creek Drive. Finally, this Supplemental Agreement provides for HDR Engineering, Inc. to create a new set of construction plans and contract documents for building the ultimate six lane roadway, with raised median, between Joe DiMaggio Boulevard and Forest Creek Drive. Funding: Cost: $912,053.00 Source of funds: 4B Corporation Outside Resources: N/A Background Information: Currently, the City and Williamson County have Engineers developing plans, specifications and estimates for the northbound lanes only. The City's portion, being designed by HDR Engineering, Inc., is from Joe DiMaggio Boulevard to a point approximately 1500 feet south of the U.P.R.R. right-of-way. The County's portion, being designed by S.D. Kallman, Inc. is from a point approximately 1500 feet south of the U.P.R.R. right-of-way to Forest Creek Drive. The City Council approved a resolution authorizing the Mayor to enter into a Contract with HDR Engineering, Inc. on April 14, 2005 in the amount of $41,280.13. Subsequently, the Council approved execution of Supplemental Agreement No. 1 on May 25, 2006 in the amount of $378,836.00.
