WHEREAS, Texas Local Government Code, Section 271.113(a)
allows governmental entities to use certain methods other than
competitive bidding in entering into contracts for construction of
facilities, as defined therein, and
WHEREAS, the City of Round Rock

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
In accordance with Texas Local Government Code §271.114(a) the
Council has determined that "Competitive Sealed Proposal" is the

construction of the Business Center Complex at 231 East Main Street
Project.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

Effective September 1, 2001, Texas Local Government Code Section 271.113 allows cities to use
certain methods other than competitive bidding in entering into contracts for construction of
facilities. One such method is "Competitive Sealed Proposal." Section 271.114 (a) mandates
that the "governing body of an entity that is considering a construction contract using a method
specified by section 271.113 (a) other than competitive bidding must, before advertising,
determine which method provides the best value to the government entity."

Bac round Information:
The City of Round Rock purchased the two story building at 231 East Main Street for expansion
of the existing City Hall departments. KA Hickman Architects are completing plans for the
renovations. After the first of the year, the City will advertise for proposals to remodel the
business center complex. The remodel will include new offices and relocation of the Human
Resources Department, as well as expansion of the finance department. Lease space will also
be available to the public once the project is completed.
