AN ORDINANCE AMENDING CHAPTERS 8 AND 11, SECTIONS 8.116 AND 11.301, CODE OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK, TEXAS, REGARDING SUBDIVISION AND ZONING FEES; AND PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES AND RESOLUTIONS. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. That Chapter 8, Section 8.116, Subsection (2), Code of Ordinances (1995 Edition), City of Round Rock, Texas, is hereby amended to read as follows: 8.116 SUBDIVISION FEES (2) Notification Fees (When Required) (a) $1.00 per notified property owner, and (b) $150.00 per published notice. Consider an ordinance amending Sections 8.116 and 11.301, Round Rock Code of Ordinances, regarding Subdivision and Zoning fees. (First Reading) Department: Staff Person: Justification: Planning and Community Development Jim Stendebach, Planning and Community Development Director The Texas Local Government Code requires the publication of newspaper notices informing citizens of public hearings to be held concerning Replat and Zoning applications. The local newspaper (Round Rock Leader) recently raised its publication rates from $18.20 per 2 -column inch to $30.10 per 2 -column inch for the Tuesday and Saturday paper and to $53.00 per 2 - column inch for the Thursday paper. In light of the overall rate increases, staff is recommending a $150 flat fee per published notice to help recover this direct cost. This fee was derived by reviewing costs charged by neighboring communities and by examining actual costs charged to the City for recent notices. The $150 fee is conservative using both of these data sources. Recognizing the significance of the cost increase, staff reformatted the template used to publish public notices, thus decreasing total column inches (from 6.5 to 5 inches by 2 -columns wide) and the associated cost. Staff will also strive to publish in the Tuesday and Saturday paper, whenever possible, to secure the least expensive rate.
