Consider an ordinance to rezone 3,284 square feet of land from the PF -3 (Public Facilities — High Intensity) zoning district to the PF -3-H (Public Facilities — High Intensity with Historic Zoning Overlay) zoning district (Palm Valley Lutheran Church Sanctuary Building). (First Reading) Department: Staff Person: Justification: Planning and Community Development Jim Stendebach, Planning and Community Development Director The Palm Valley Lutheran Church (41.09 acres) at 2500 Palm Valley Boulevard was recently annexed into the City of Round Rock making it eligible for local historic designation. In this case, only the sanctuary building built in 1894 is being considered. Historic overlay zoning identifies local historic designations and will allow the Historic Preservation Commission to review changes made to the exterior of the building. The 1894 church sanctuary is currently designated by the Texas Historical Commission as a Recorded Texas Historic Landmark. The supporting documentation for local designation through the addition of the Historic Overlay to the sanctuary building includes: • The City of Round Rock Inventory of Historic Sites, 1992. • The Recorded Texas Historic Landmark description from the Texas Historical Commission's "Atlas", 1970. A letter has been submitted to the City by Mollie DeVries, Executive Administrator of Palm Valley Lutheran Church to this effect. On November 18, 2008, the Historic Preservation Commission recommended local historic designation for the Palm Valley Lutheran Church by adding a historic overlay zoning district to the sanctuary building. The Planning and Zoning Commission recommended approval of the proposed zoning change at their December 17, 2008 meeting. Public Comment: The Historic Preservation Commission meeting was a public meeting. In addition, public notice was posted and a public hearing was held in accordance with the City of Round Rock's Zoning Ordinance at the Planning and Zoning Commission meeting on December 17, 2008.
