WHEREAS, the City of Round Rock has previously entered into a
contract ("Contract") with Excel Construction Services, LLC for the
7.5 MG High Service Pump Improvements Project at the Water Treatment
Plant, and
WHEREAS, the Council has determined that it is necessary to
make changes to the quantity of work to be performed or materials,
equipment, or supplies to be provided, and
WHEREAS, it has been determined that it is necessary to change
said Contract in accordance with the attached Contract Change Order
No. 1, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City, Contract Change Order No. 1 to the Contract with
Excel Construction Services, LLC for the 7.5 MG High Service Pump
Improvements Project at the Water Treatment Plant, a copy of said
change order being attached hereto as Exhibit "A" and incorporated
herein for all purposes.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

1 to the construction contract with Excel Construction Services, LLC for
the 7.5 MG High Services Pump Improvements Project at the Water

Change Order No. 1 includes the relocation of the new 7.5 MG High Service Pump to the east of
the existing high service pumps location, and not to the north as shown on the original
construction plans. This relocation was determined after the completion of the original
construction plans, but before the completion of the City's Water Distribution System Master
Plan Update. The water master plan called for additional storage at the Water Treatment Plant
(WTP). In order to accommodate this storage without having to acquire property from Texas
Crush Stone, the projects' original site had to be relocated east of the existing high service
pumps. This relocation will incur additional cost associated with electrical work as well as the
addition of a 54 -inch Butterfly Valve to allow this new 7.5 MG High Service Pump to remain in
operation during the construction of future storage at the WTP.

Background Information:
The initial contract was approved by Council on June 26, 2008. This project is necessary to
deliver the full treatment capacity of 52 million gallons per day (mgd) into our water
distribution system. Furthermore, the City of Round Rock entered into an Interlocal Agreement
for Emergency Water Supply with Cedar Park on May 24, 2007.
The agreement requires the City to provide Cedar Park with 4.0 mgd of potable water by the
summer of 2009. In addition to this project, two other projects are required to meet our
obligations under the Interlocal Agreement. These projects are the RM 1431 36" Water Line
project, which is complete, and the RM 1431 2.0 MG Elevated Water Storage Tank project,
which is currently under construction. Cedar Park is contributing $1,000,000 toward these
projects per the agreement.
