WHEREAS, the City of Round Rock has duly advertised for bids
for the Unit 2 of the 2006-2007 Wastewater Collection System
Rehabilitation Project, and
WHEREAS, Patin Construction, LLC has submitted the lowest
responsible bid, and
WHEREAS, the City Council wishes to accept the bid of Patin
Construction, LLC, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City a contract with Patin Construction, LLC for the
Unit 2 of the 2006-2007 Wastewater Collection System Rehabilitation
Project.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

The City is required by the Texas Commission on Environmental Quality (TCEQ) to inspect and
repair its wastewater collection system located over the Edwards Aquifer Recharge Zone,
according to Chapter 213 of the Texas Administrative Code. This rehabilitation project was
divided into two separately bid units in order to expedite the repair work to maintain the
required schedule with the TCEQ. This Unit 2 contract for rehabilitating the wastewater
collection system which represents a potential for public health and/or safety issues, includes
point repairs, in-place lining, and conventional line replacement. There were seven bidders on
Unit 2.

Outside Resources: RJN Group, Inc. (Engineering Consultant)
Background Information:
This project rehabilitates defective sewers as determined from the 2005-2006 Wastewater
Collection System Inspection Project in three Edwards Aquifer Basins (BC20-Z, LC09-Z, and
LC17-Z). The elimination of defects not only helps protect the aquifer, but also reduces inflow
and infiltration entering the sewer system. These repair activities reduce the City's treatment
cost from the LCRA and BRA, who respectively own and operate the Brushy Creek Regional
Wastewater Treatment Plant.
