WHEREAS, by Resolution No. R -08-12-18-7F1, the City Council,
in accordance with §271.114(a) Local Government Code, determined
that "Construction Manager -at -Risk" is the delivery method which
will provide the best value for the City for the construction of the
City Hall Policy Center ( the "Project"), and
WHEREAS, the City has advertised for and received proposals
from offerors for the Construction Manager -at -Risk for the Project,
and
WHEREAS, City Staff has evaluated said proposals in
accordance with the published selection criteria and has recommended
that the offerors be ranked as set forth in Exhibit "A", and
WHEREAS, the City Council wishes to officially approve the
ranking set forth in Exhibit "A", Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the ranking of the offerors' proposals for Construction
Manager -at -Risk for the Project as set forth in Exhibit "A" is
hereby approved, and the City Manager is hereby authorized to
attempt to negotiate a Construction Manager -at -Risk contract in
accordance with §271.118(g) Local Government Code.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered

and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

Justification:
The proposals for Construction Manager at Risk for the City Hall Policy Center were scored based on
performance and price. Performance was weighted 60% and price was weighted 40%. Chasco
Constructors received the highest total score.
Funding:

Background Information:
On January 27, 2009, the City publically opened 13 proposals for the Construction Manager at Risk for
the City Hall Policy Center. The proposers' price, which included a fee for preconstruction services,
costs for general conditions, costs for lump sum items, other costs and a fee for the construction
manager at risk, were read aloud.
Each proposal was scored using a 60% weighting for performance and a 40% weighting for price. To
determine the performance score, a six -person committee rated the proposals based on the proposer's
past experience, past performance, proposed personnel and management team, reputation, financial
strength and cost approach. The six person committee included: Larry Madsen, Pete Dominguez and
David Bartels with the City; Bob Wunsch with Waterstone Development; Mac Ragsdale with
Architecture + Plus; and Jay Bolsega with BGK Architects.
