WHEREAS, the City of Round Rock has previously entered into a
Contract for Engineering Services ("Contract") with Klotz
Associates, Inc. for the Wyoming Springs Drive - Widening Project,
and
WHEREAS, Klotz Associates, Inc. has submitted Supplemental
Contract No. 1 to the Contract to modify the provisions for the
scope of services, and
WHEREAS, the City Council desires to enter into said
Supplemental Contract No. 1 with Klotz Associates, Inc., Now
Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City Supplemental Contract No. 1 to the Contract with
Klotz Associates, Inc., a copy of same being attached hereto as
Exhibit "A" and incorporated herein for all purposes.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

This Supplemental Contract No. 1 to Contract for Engineering Services is made by and between
the City of Round Rock, Texas, hereinafter called the "City" and Klotz Associates, Inc.,
hereinafter called the "Engineer".
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract", on the 26th day of June, 2008 for the Wyoming Springs Drive -Widening
Project in the amount of $577,600.00; and
WHEREAS, it has become necessary to amend the Contract to modify the provisions for the
scope of services and to increase the compensation by $84,900.00 to a total of $662,500.00; and
NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract
is amended as follows:

Article 2, Engineering Services and Exhibit B, Engineering Services shall be amended as set
forth in the attached Addendum To Exhibit B. Exhibit C, Work Schedule shall be amended as
set forth in the attached Addendum To Exhibit C.
II.
Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by
$84,900.00 the lump sum amount payable under the Contract for a total of $662,500.00, as
shown by the attached Addendum to Exhibit D.

ADDENDUM TO EXHIBIT B
Engineering Services
From: Brightwater Blvd.
To: RM 620
Length: 0.91 miles

PROJECT DESCRIPTION
The City of Round Rock, in cooperation with the County of Williamson, is developing a
project to widen Wyoming Springs Drive from Brightwater Boulevard to RM 620 in
southern Williamson County. The proposed improvements would widen the existing
two-lane roadway to the ultimate four -lane major arterial divided (MAD 4) roadway.
The proposed improvements would include constructing within existing right-of-way the
final two lanes of the four -lane divided roadway, raised medians, curb and gutter, safety
improvements at Fern Bluff Elementary School, sidewalks, bicycle accommodations and
drainage. These improvements are in accordance with the Capital Area Metropolitan
Planning Organization 2008-2011 Transportation Improvement Program (TIP), which
was adopted February 12, 2007, the City of Round Rock's 2004 Transportation Master
Plan, and the Williamson County Road. Bond Program. The proposed improvements are
intended to increase capacity of an existing roadway and reduce congestion. Median
breaks and turn lanes would be provided at intersecting streets. The proposed project
would be developed in accordance with applicable rules and regulations and an
environmental evaluation would be prepared.
In conjunction with the services to be provided by the CITY (N/A), as described in
Exhibit A (N/A), the ENGINEER shall provide the following additional engineering
services:
Details of the additional services performed include the following:
Design Services
Task 1— Crosswalk at Cloud Peak Lane/Fern Bluff Elementary Ingress/Egress
Klotz Associates provided a pedestrian activated crosswalk across Wyoming Springs near
the cross street of Cloud Peak Lane. This crosswalk includes push buttons, pedestrian
signal heads, ramps, striping and illuminated pedestrian signs suspended directly over the
vehicular travel lanes. Klotz Associates also provided multiple ingress/egress Fern Bluff
Elementary School drawings and options to the City and RRISD.

Task 2 — Park Valley Signal Design
Klotz Associates designed a full signal at the intersection of Wyoming Springs Drive and
Park Valley Drive. The original scope was only to provide for drill shaft and controller
foundations. The services include the design of a fully actuated, mast -arm configured
traffic signal in accordance with City of Round Rock and TxDOT standards and
specifications. The traffic signal design plans include the following sheets: traffic signal
notes, estimates and quantities, existing conditions sheet, signal layout, signal elevation
layout, electrical details, wiring, striping layout, and TxDOT/City of Round Rock
standard detail sheets.
Task 3 — Brightwater Signal Design
Klotz Associates designed a partial signal at the intersection of Wyoming Springs Drive
and Brightwater Boulevard. The original scope was only to provide for drill shaft and
controller foundations. The design services include the poles, foundations, electrical
service, controller foundation, conduit, luminaries and illuminated street signs in
accordance with City of Round Rock and TxDOT standards and specifications. The
design does not include the mast arms, signal heads, controller cabinet or wiring.
Task 4 — Illumination
Klotz Associates developed illumination plans for the full length of the proposed
Wyoming Springs widening improvements. The original scope did not include removing
the existing illumination and design for this location. Since the existing lighting could
not be used as a go-by a luminance analysis using AGI32 to provide proper illumination
throughout the project was required. The design includes poles, luminaries, foundations,
conduit, wiring and electrical service.
Coordination and Meetings
Task 1— Coordinate with Halff for RM 620 tie-in
Klotz Associates coordinated with Halff Associates to insure our design will connect with
improvements currently under design for RM 620. This also included signal pole and
head adjustments.
Task 2 — Coordinate with PBS&J for Creek Bend tie-in
Klotz Associates coordinated with PBS&J to insure our design will connect with future
improvements to Creek Bend. This also involved coordinating with PBS&J concerning
the biological assessment which included trying to add Creek Bend within our WCCF
application.

Task 3 — Meeting with RRISD for egress/ingress improvements
Klotz Associates developed alternatives for improving the egress/ingress for Fern Bluff
Elementary School at the southwest intersection of Wyoming Springs and Brightwater.
We met multiple times with RRISD, City, and County representatives to discuss the
alternatives. The improvements were modified based on discussions during each of these
meetings.
Task 4 — Coordination with Jacobs for Smyers improvements
Klotz Associates coordinated and attended three meeting with Jacobs to include Smyers
Lane improvements. The Smyers Lane improvements were added to our 100% PS&E
and an alternative.
Task 5 — Williamson County Conservation Fund
Klotz Associates attended three meetings and revised the WCCF application to include
Creek Bend and Smyers Lane.
Sub -Consultants
Landscape/Irrigation
Klotz Associates added a sub -consultant landscape irrigation firm (EndVision Design) to
design the landscaping based on information collected from the public
workshops/meetings and the irrigation system to accommodate the proposed landscaping.
Survey
Klotz Associates was required to obtain additional survey for a new water line (Smyers
Lane) and the new RM 620 right turn lane.

We met multiple times with RRISD, City, and County representatives to discuss the
alternatives. The improvements were modified based on discussions during each of these
meetings.
Task 4 — Coordination with Jacobs for Smyers improvements
Klotz Associates coordinated and attended three meeting with Jacobs to include Smyers
Lane improvements. The Smyers Lane improvements were added to our 100% PS&E
and an alternative.
Task 5 — Williamson County Conservation Fund
Klotz Associates attended three meetings and revised the WCCF application to include
Creek Bend and Smyers Lane.
Sub -Consultants
Landscape/Irrigation
Klotz Associates added a sub -consultant landscape irrigation firm (EndVision Design) to
design the landscaping based on information collected from the public
workshops/meetings and the irrigation system to accommodate the proposed landscaping.
Survey
Klotz Associates was required to obtain additional survey for a new water line (Smyers
Lane) and the new RM 620 right turn lane.
