R -09-04-09-11D1 WHEREAS, the U.S. Department of Justice, Office of Community Oriented Policing Services, has grant funds available to cities for various law enforcement projects, and WHEREAS, grant funds are available through the COPS Hiring Recovery Program (CHRP), which is funded through the American Recovery and Reinvestment Act of 2009, and WHEREAS, the City Council wishes to make application for the grant to fund two police officer positions, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City various documents in the application packet for the COPS Hiring Recovery Program Grant for Fiscal Year 2010, a copy of said Application being attached hereto as Exhibit "A" and incorporated herein for all purposes. Consider a resolution authorizing the Mayor to approve a grant application through the COPS Hiring Recovery Program (CHRP) for two police officer positions. Department: Police Staff Person: Bryan Williams, Chief of Police Tim Ryle, Assistant Chief of Police Justification: This program is specifically aimed at targeting criminal activity with proactive personnel resources that have been frozen in our City's current budget. By bringing on officer positions that were frozen through federal dollars, this program allows our community policing business model to continue. Further, funding this program allows us to continue our Department's participation in governmental initiatives that target specific crimes. Funding: Cost: Positions funded by the grant must be continued at the end of the three year grant period. Also, in the first year of hire, the Department incurs $63,007 in other costs (vehicle, equipment, etc.) associated with bringing an officer on board. In addition, the Department has a lateral entry program to entice experienced officers to come work in Round Rock. Because the program pays the salary and benefits associated with an entry-level officer, it is possible that the City incurs an additional $7,599 in the difference between the lateral entry starting wage and the normal entry-level wage. This is only a possibility; therefore these funds are not included in the in-kind match. There is no local match requirement for CHRP.
