WHEREAS, the City of Round Rock has duly advertised for bids
for the 2009 Water Treatment Plant Rehabilitation Project - Phase IV
Sludge Collection Equipment Retrofits Project, and
WHEREAS, Excel Construction Services LLC has submitted the
lowest responsible bid, and
WHEREAS, the City Council wishes to accept the bid of Excel
Construction Services LLC, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City a contract with Excel Construction Services LLC
for the 2009 Water Treatment Plant Rehabilitation Project - Phase IV
Sludge Collection Equipment Retrofits Project.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amender.

Justification:
The work under this contract consists of removing and replacing the Water Treatment Plant's Phase IV
Sludge Collection Equipment. This repair work consists of replacing sprockets and shafting, bearings,
chains, flight wear shoes, floor wear strips, return guide track wear strips and take-up bearings for each
of the two existing Phase IV sedimentation basins. The proposed schedule for completing the
construction work is June 16, 2009. Meeting this schedule is critical to the plant's ability to treat and
distribute this summer's water demands.

Background Information:
Several projects at the City's Water Treatment Plant are in various phases that will enable the City to
treat and distribute its full amount of reserved raw water. One of the projects is a new 7.5 MG High
Service Pump that is currently under construction. Other projects include the rehabilitation of the
plant's process structures, the construction of a climatic controlled MCC Room for High Service Pumps 1
through 6, and the additional 1.5 MG clearwell are scheduled to bid this summer and be completed
prior to the summer of 2010. With TCEQ's approval of our re -rating, the plant will be able to provide a
firm 52 mgd of potable water to our distribution system by the summer of 2010 and into the future.

Camp Dresser & McKee Inc. (CDM) has reviewed the bid packages received for the
above -referenced Phase IV Sludge Collection Equipment Retrofits Project. CDM
understands that all bid packages are being reviewed by the City of Round Rock, Water
and Wastewater Utilities and other applicable departments for compliance with all bid
requirements. CDM further understands that all bids contained the necessary
acknowledgements and requirements, such as Bid Bonds (5%), etc. The following
paragraphs summarize the results of the Bid opening:
