Introduction: The Round Rock Fire Department is a paid organization that serves more than 97,000 residents with seven fire and rescue stations. The City of Round Rock has seen a significant growth in the past several years. The population has grown by 177% since 1990. The estimated population for the City in 2016, is projected to be 118,949. Williamson County is one of the fastest growing urban counties in Texas, and the City of Round Rock has grown 7% annually since 1990, making it one of the fastest growing cities in Texas. The City of Round Rock is located 15 miles north of the burgeoning capital city of Austin, Texas. We are located on the congressionally designated, official NAFTA Highway, IH -35, which is the major North — South roadway going through Texas. We have Mutual Aid agreements with various fire departments within Williamson County. In addition we have Auto Aid agreements with the Georgetown Fire Department in Williamson County and the Pflugerville Fire Department in Travis County. In 2007, the Round Rock Fire Department became the primary provider of fire services to Williamson County Emergency District #9. Project Description: The primary purpose of this request is for the health and safety of our firefighters and citizens and to maintain up to date technology and equipment. The Round Rock Fire Department is requesting $47,280 from the Assistance to Firefighters Grant Program to fund the purchase of four (4) diesel exhaust filter systems, two (2) thermal imaging cameras, and four (4) gas detectors that detect four (4) different gases. Diesel Exhaust Filter System: We intend to purchase and install a diesel exhaust filtering system on our four (4) reserve fire apparatuses. The reserve fire apparatuses are used when a primary fire apparatus is out of service or when the fire apparatus goes to the shop for annual preventive maintenance. Our two newest Stations, #2 and #7 do not have a diesel exhaust filtering system, the apparatuses assigned to these stations has a diesel exhaust filtering system installed on them. The purchase and installation of a direct source diesel exhaust system on the four (4) reserve apparatuses would eliminate carcinogenic particles being released into the stations, and meet the requirements stated in NFPA 1500, 2007 Edition, paragraph 9.1.6 that states, "The fire department shall prevent exposure to fire fighters and contamination of living and sleeping areas to exhaust emissions.° Total Cost: $34,696 Thermal Imaging Cameras: Thermal imaging cameras provide firefighters a means of finding a person in a smoke filled or darkened area quickly. By reducing the time it takes to search an area, the chances of getting a person to safety increases. In addition, thermal imaging cameras are used to identify hot spots in a structural fire, consequently allowing fire suppression personnel to concentrate their initial offensive attack in the area needed, keeping damage to a minimum. Locating a missing person ejected from a vehicle at night. Two (2) the cameras we have are seven (7) years old, and are at the end of their life expectancy, the cost of repairs for our thermal imaging cameras last fiscal year was $6,500. Total Cost: $21,626 Gas Detectors: The purchase of four (4) gas detectors that detect four (4) different types of gases will enhance safety for both our firefighters and citizens. When a citizen makes a 911 call for a suspected hazardous gas, the first responders will have the capability to instantaneously determine what the hazardous gas is at the scene and take the appropriate action. In addition, it gives the first responders the means and ability to monitor multiple atmospheres at the scene, simultaneously, for hazardous gases; such as: 02, LEL CO H2S, 10.6ev; thus giving them the means to evaluate and secure the scene appropriately. https://portal.fema.gov/firegrant/jsp/fire2009/application/narrative.j sp?vie print&print=true&app... 4/28/2009 Narrative Statement Total Cost: $2,780.00 Financial Need: The following reasons contribute to City Management not funding these projects are: the City of Round is heavily reliant on sales tax and projected a 4.1% decrease from FY 2007-08 actual, our current decrease in sales tax for the FY 2008- 09 budget is greater than what was projected, and it is projected that the sale tax for FY 2009-10 budget will mirror the FY 2008-09 budget period. The fire department and all the other city departments were directed to reduce the approved FY 2008-2009 by 3%, for the fire department that equals $361,371.00. We were only able to defer $238,600.00 of the approved FY 2008-09 budget items. Any other cuts would require that we reduce our service level. The needed diesel exhaust filter system, replacement of the thermal imaging cameras, and the gas detectors were not requested in the FY 2009-10 because of the continued projected decrease sale tax revenues. For the Round Rock Fire Department to meet its projected budget reduction in FY 2009-2010 service levels would have to be reduced. Cost/Benefit: When Engines #2 and #7 are out of service or are in the shop for annual preventive maintenance the firefighters assigned to these stations 24/7 will be exposed to diesel exhaust which has been identified as a human carcinogen (cancer- causing substance). NIOSH recommends that exposure to carcinogens be limited to the lowest feasible concentration; exposure to diesel exhaust could result in our firefighters contracting injuries such as asthma, cancer and other lung illnesses, which can be directly attributed to toxic diesel exhaust. The installation of direct source diesel exhaust system for our four (4) reserve apparatuses would eliminate exposure to carcinogenic particles being released into these stations. The replacement of the thermal imaging cameras will ensure the firefighters have a reliable cameras providing the firefighters a means of finding a person in a smoke filled or darkened area quickly, by reducing the time it takes to search an area, the chances of saving a life increases. In addition, thermal imaging cameras are used to identify hot spots in a structural fire, consequently allowing fire suppression personnel to concentrate their initial offensive attack in the area needed, keeping damage to a minimum. At vehicle accidents scenes, that happen at night, thermal imaging cameras are useful locating a missing person or a person ejected from a vehicle. There is a replacement schedule for our thermal imaging cameras, but due to the declining sale tax revenues it will be one (1) or two (2) years before these can be placed in the budget. The purchase and use of four (4) gas detectors that detect four (4) different types of gases at a scene will enhance safety for both our firefighters and citizens. The gas detectors that can detect four (4) different types gases give our firefighters the ability to detect if a hazardous gas is present, or not, and take the appropriate action. Without the gas detector we put our firefighters and citizens at risk by not having the ability to identifying a hazardous gas. Statement of Effect: If we are funded, this program will: Eliminate dangerous toxic diesel exhaust at its source. This in turn is a benefit to our citizens who visit our stations and the assigned firefighters. Eliminating carcinogenic particles in the air means better air quality and a healthier environment, for our firefighter and the citizens who visit our stations. A diesel exhaust filtering system installed on our fire apparatuses will, without question, reduce further respiratory harm on a daily basis. Ensure the firefighters have reliable thermal imaging cameras because their use is invaluable during an incident were time is crucial such as finding a person in a smoke filled room. The time saved could mean success or failure in saving a person's life. These cameras identify hot spots in a structural fire, reducing property damage and the firefighters will know where to attack the fire. Locating a person during the night at a vehicle accident scene, were time is crucial, these cameras could make the between success or failure in saving a person's life The gas detectors give the firefighters the means to detect if a hazardous gas present and quickly take the appropriate action to protect themselves and our citizens from any danger the hazardous gas may cause. The funding of this grant will help save lives, reduce injuries, and reduce health risk for both our firefighters and our citizens. Consider a resolution authorizing the City Manager to approve a grant application to the Federal Emergency Management Agency for an Assistance to Firefighters Grant. Department: Staff Person: Justification: Fire Larry Hodge, Fire Chief When Engines #2 and #7 are out of service or are in the shop for annual preventive maintenance the firefighters assigned to these stations 24/7 will be exposed to diesel exhaust which has been identified as a human carcinogen (cancer-causing substance). NIOSH recommends, that exposure to carcinogens be limited to the lowest feasible concentration. The purchase and installation of direct source diesel exhaust system on our four (4) reserve apparatuses would eliminate exposure to carcinogenic particles being release into theses two (2) stations. Exposure to diesel exhaust could result in our firefighters contracting injuries such as asthma, cancer and other lung illnesses, which can be directly attributed to toxic diesel exhaust. Replace two (2) thermal imaging cameras we have on hand that are at the end of their life expectance. Purchase of four (4) gas detectors that detect four (4) different types of gases, which will enhance safety for both our firefighters and citizens. Funding: Cost: $59,100 Source of funds: General Fund Outside Resources: Federal Emergency Management Agency, Assistance to Firefighters Grant (AFG) $47,281.60 Background Information: Our two (2) newest Stations #2 and #7 do not have diesel exhaust filtering system. The apparatuses assigned to these stations have a diesel exhaust filtering system installed directly on the fire apparatuses. A station diesel exhaust filtering system cost $50,000.00 vs one installed directly on a fire apparatus at a cost of $8,674.00. The purchase and installation of a direct source diesel exhaust system on the four (4) reserve apparatuses would eliminate carcinogenic particles being release into these stations. All fire apparatuses purchased from here on out will have the diesel exhaust filtering system installed directly on it. - CONTINUED ON NEXT PAGE - We have started a replacement program for our ageing thermal imaging cameras but the ones approved in the FY 2008-2009 budget have been put on the 3% budget reduction list. Our gas detectors we currently have only detect one type of gas. The requested gas detectors will monitor multiple atmospheres at the scene simultaneously for hazardous gases; such as; 02, LEL CO H2S, 10.6ev; thus giving them the means to evaluate and secure the scene appropriately.
