AN ORDINANCE AMENDING CHAPTER 9, SECTION 9.1816,
CODE OF ORDINANCES (1995 EDITION), CITY OF ROUND
ROCK, TEXAS, TO PROHIBIT PARKING ON A PORTION OF
HARRELL PARKWAY, ATEN LOOP, TC OATTS LANE, AND
WHITLOW WAY; PROVIDING FOR A SAVINGS CLAUSE AND
REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND
ROCK, TEXAS, THAT:
I.
Section 9.1816(10), Code of Ordinances, 1995 Edition, City
of Round Rock, Texas, is hereby amended to read as follows:
9.1816 PARKING PROHIBITED IN CERTAIN DESIGNATED LOCATIONS
(10) On both sides of Harrell Parkway from its intersection with Old Settlers Boulevard to
its intersection with U.S. Highway 79.
II.
Section 9.1816, Code of Ordinances, 1995 Edition, City of
Round Rock, Texas, is hereby amended by adding subparagraph (34)
which shall read as follows:
9.1816 PARKING PROHIBITED IN CERTAIN DESIGNATED LOCATIONS
(34) Aten Loop
On both sides of Aten Loop from its intersection with Harrell Parkway to its
intersection with Old Settlers Boulevard.
III.
Section 9.1816, Code of Ordinances, 1995 Edition, City of
Round Rock, Texas, is hereby amended by adding subparagraph (35)
which shall read as follows:
9.1816 PARKING PROHIBITED IN CERTAIN DESIGNATED LOCATIONS
(35) TC Oatts Lane
On both sides of TC Oatts Lane from its intersection with Aten Loop to its intersection
with Red Bud Lane.

IV.
Section 9.1816, Code of Ordinances, 1995 Edition, City of
Round Rock, Texas, is hereby amended by adding subparagraph (36)
which shall read as follows:
9.1816 PARKING PROHIBITED IN CERTAIN DESIGNATED LOCATIONS
(36) Whitlow Way
On both sides of Whitlow Way from its intersection with Harrell Parkway to the
terminus of Whitlow Way.
V.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.
C. The City Council hereby finds and declares that
written notice of the date, hour, place and subject of the
meeting at which this Ordinance was adopted was posted and that
such meeting was open to the public as required by law at all
times during which this Ordinance and the subject matter hereof
were discussed, considered and formally acted upon, all as
required by the Open Meetings Act, Chapter 551, Texas Government
Code, as amended.

Parking along the shoulder of Harrell Parkway at Old Settlers Park has been an ongoing problem that has
hampered traffic and caused unsightly ruts along the road. With the addition of new parking lots at the
football fields, the Hall of Fame Complex, and the expansion of the parking lot at the Cy Young Complex,
there should be ample parking to address the needs of all users. Prohibiting parking along the road will
greatly improve the life span of the current road and reduce the city's maintenance budget. In addition,
this will also improve the appearance of the park by reducing the ruts along the road.

Background Information:
The areas most frequently impacted by parking issues along the road are the football and soccer fields.
These fields are in close proximity to the road and allow parents to drop off their kids and stay in their
cars and watch the game. This then creates traffic congestion which has in the past reduced traffic to a
standstill. On occasion this problem has delayed emergency vehicles as they have tried to make their
way through the park. It also creates a large problem for those trying to cross the street forcing them to
dart in and out between cars; thus endangering pedestrians and those operating motor vehicles. This
problem is greatly magnified when we host a special event or have several going on at one time.
