WHEREAS, the U.S. Department of Energy has grant funds
available to cities for projects that improve energy efficiency and
reduce fossil fuel emissions, and
WHEREAS, grant funds are available through the Energy
Efficiency and Conservation Block Grant Program, which is funded
through the American Recovery and Reinvestment Act, and
WHEREAS, the City Council wishes to make application for the
available funds to develop and implement an Energy Efficiency
Strategy for the City, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the City Manager is hereby authorized and directed to
execute on behalf of the City various documents in the application
packet for an Energy Efficiency and Conservation Block Grant.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

Justification:
As part of the American Reinvestment and Recovery Act of 2009, an Energy Efficiency and Conservation
Block Grant (EECBG), a population based grant, was awarded to the City of Round Rock by the
Department of Energy for $955,400.
The purpose of the EECBG Program and this grant is to assist local governments with creating and
implementing strategies to:
• Reduce fossil fuel emissions in a manner that is environmentally sustainable and to the
maximum extent practicable for local communities;
• Reduce the total energy use and;
• Improve energy efficiency in the building sector, the transportation sector, and other
appropriate sectors.
To be eligible for these funds, the City must submit an application for federal assistance to the U.S.
Department of Energy (DOE) by June 25, 2009.

Background Information:
The American Recovery and Reinvestment Act of 2009, Public Law 111-5, appropriates funding for the
Department of Energy (DOE) to issue/award formula -based grants to states, U.S. territories, units of
local government, and Indian tribes under the Energy Efficiency and Conservation Block Grant (EECBG)
Program. The DOE's authorization for this program is set forth in Title V, Subtitle E of the Energy
Independence and Security Act (EISA) of 2007. Projects under this announcement will be funded, in
whole or part, with funds appropriated by the American Recovery and Reinvestment Act of 2009, Pub. L.
111-5 (Recovery Act of Act). The Recovery Act's purposes are to stimulate the economy and to create
and retain jobs. Special consideration will be given to projects that promote and enhance the objectives
of the Act, especially job creation, preservation and economic recovery, in an expeditious manner.

a) the submission of a grant application;

The GAPR form is due to the Budget Office for approval at least five (5) working days prior to
the City Council agenda deadline.

and the "Request for Finance Approval" form. Once a grant is awarded, a copy of this GAPR
along with the Grant Application notification form should be submitted with the Council Action
requesting authorization to accept the grant and the "Request for Finance Approval" form.

Associated Program/Program Objective:
On March 26, 2009, the Department of Energy (DOE) announced its plans to invest $3.2 billion in
energy efficiency and conservation projects in U.S. cities, counties, states, territories and tribal
lands.
The Energy Efficiency and Conservation Block Grant (EECBG) program, funded by the American
Recovery and Reinvestment Act, will provide formula grants for projects that improve energy
efficiency and reduce fossil fuel emissions. Funding is based on a formula that accounts for
population and energy use, and to ensure accountability, DOE's guidance requires that the City
report on the number of jobs created or retained, energy saved, renewable energy capacity
installed, greenhouse gas emissions reduced, and funds leveraged. The City of Round Rock's
portion of the population -based grant is $955,400.
The purpose of the EECBG Program is to assist eligible entities in creating and implementing
strategies to:
• reduce fossil fuel emissions in a manner that is environmentally sustainable and, to the
maximum extent practicable, maximizes benefits for local and regional communities;
• reduce the total energy use of the eligible entities; and
• improve energy efficiency in the building sector, the transportation sector, and other
appropriate sectors.
These stated purposes describe the overall intent of the EECBG Program. Entities may develop
various initiatives and projects that address one or more of the purposes and each activity an
entity undertakes is not required to meet all of the stated purposes. The DOE encourages entities
to develop many different new and innovative approaches within the framework of the legislation
and the guidance to serve these purposes. However, each entity is required to use the funds in a

cost-effective manner that is of maximum benefit to the population of that entity and in a manner
that will yield continuous benefits over time in terms of energy and emission reductions.
Some activities eligible for use of funds include:
• Development of an energy efficiency and conservation strategy
• Building energy audits and retrofits, including weatherization
• Transportation programs to conserve energy
• Building code development, implementation, and inspections
• Installation of distributed energy technologies including combined heat and power and district
heating and cooling systems
• Material conservation programs including source reduction, recycling, and recycled content
procurement programs
• Reduction and capture of greenhouse gas emissions generated by landfills or similar waste -
related sources
• Installation of energy efficient traffic signals and street lighting
• Installation of renewable energy technologies in or on government buildings
Several City departments and division have indicated that they have potential projects where
these EECBG funds can be used. These Departments include: Building Construction and
Facilities Maintenance; Information Technology; Parks and Recreation; and Utilities.
