Cl" --0 AN ORDINANCE ADOPTING A "GAME PLAN 2020: BUILDING AN ACTIVE COMMUNITY; THE ROUND ROCK STRATEGIC PARKS AND RECREATION MASTER PLAN," WHICH CONSTITUTES THE CITY OF ROUND ROCK'S NEW STRATEGIC PARKS AND RECREATION MASTER PLAN; AND REPEALING ALL CONFLICTING ORDINANCES OR RESOLUTIONS. WHEREAS, the City of Round Rock adopted the "Comprehensive Parks, Recreation and Open Space Master Plan" under Resolution No. R -00-08-10-10C1, No. G -04-04-22-13C1, 08-8B1; and WHEREAS, the re -adopted and amended it under Ordinance and amended it under Ordinance No. S -04 -07 - "Game Plan 2020: Building an Active Community; The Round Rock Strategic Parks and Recreation Master Plan" constituting the City of Round Rock's updated strategic parks and recreation master plan has been presented for consideration to the City Council; and WHEREAS, said "Game Plan 2020: Building an Active Community; The Round Rock Strategic Parks and Recreation Master Plan" is a guiding document for the department for the next ten years as it relates to the planning, acquisition, development, programming, maintenance and operation of the parks and recreation system in Round Rock; and WHEREAS, said "Game Plan 2020: Building an Active Community; The Round Rock Strategic Parks and Recreation Master Plan" replaces the "Comprehensive Parks, Recreation and Open Space Master Plan"; and WHEREAS, the Planning and Zoning Commission held a public hearing concerning the "Game Plan 2020: Building an Active O:\wdox\SCC1nts\0112\0905\MUNICIPAL\090625131.DOC/rmc Community; The Round Rock Strategic Parks and Recreation Master Plan" on April 15, 2009; and WHEREAS, after considering the public testimony received at such hearing, the Planning and Zoning Commission has recommended that the "Game Plan 2020: Building an Active Community; The Round Rock Strategic Parks and Recreation Master Plan" be adopted; and WHEREAS, the City Council has determined that the "Game Plan 2020: Building an Active Community; The Round Rock Strategic Parks and Recreation Master Plan" be adopted, Now Therefore BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, THAT: I. Exhibit A is hereby adopted as the "Game Plan 2020: Building an Active Community; The Round Rock Strategic Parks and Recreation Master Plan" of the City of Round Rock, Texas. II. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. The invalidity of any section or provision of this ordinance shall not invalidate other sections or provisions thereof. C. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Ordinance was adopted was posted and that such meeting was open to the public as required by law at all 2 times during which this Ordinance and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Consider an ordinance adopting the Game Plan 2020: Building an Active Community; The Round Rock Strategic Parks and Recreation Master Plan (Second Reading) Department: Parks and Recreation Staff Person: Rick Atkins, Director of Parks and Recreation David Buzzell, Parks Development Manager Justification: Game Plan 2020: Building an Active Community is the new strategic parks and recreation master plan for Round Rock. The Plan is an update to the Parks and Open Space Master Plan from 2001. Game Plan 2020 will be the guiding document for the department for the next ten years as it relates to the planning, acquisition, development, programming, maintenance and operation of the parks and recreation system in Round Rock. The strategic plan expands the previous master plan information to include department business plans, maintenance and operations plan, capital improvements plan, and partnership and alternative funding plan. Game Plan 2020 also includes a minor update to the 2004 Citywide Trails Master Plan and will be included in the overall Strategic Parks and Recreation Master Plan. Staff recommends not dispensing with the second reading of this ordinance. Funding: Cost: $165,000.00 Source of funds: 2000 CO's and General Self Finance Outside Resources: Halff Associates, Inc. Background Information: Due to the growth of the city, the 2001 Parks and Open Space Master Plan is outdated and no longer is a useful planning tool for the department. Therefore in late 2005, PARD sent out a Request for Qualifications (RFQ) for a new Strategic Master Plan. Due to the Ten Year Plan Process, the Strategic Parks and Recreation Master Plan was on hold until the Ten Year Plan Process was complete. Game Plan 2020 took about 18 months to complete which included a four month long public input process and a two month long park and recreation facility inventory. The Plan format was modified to relate to the City's Strategic Plan terminology and structure. Public Comment: N/A
