G-09-07-09-8A1 - 7/9/2009ORDINANCE NO. �V-t' Cr4"---01 1"-506c ORDINANCE AMENDING CHAPTER 11, SECTION 11.502, CODE OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK, TEXAS, REGARDING OFF-STREET PARKING AND LOADING; AND PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES AND RESOLUTIONS. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. That Chapter 11, Section 11.502, Subsection (11)(a), Code of Ordinances (1995 Edition), City of Round Rock, Texas, is hereby amended to read as follows: 11.502 OFF-STREET PARKING AND LOADING (11) Parking and Storage of Large Vehicles and Equipment (a) Outdoor storage or parking of tractor -trailers, semi -trucks, semi -trailers, or other vehicles having a gross vehicle weight rating of 17,000 pounds or more, shall be prohibited in any residential district and in the C-2, OF, and SR zoning districts. This prohibition shall not apply to pick-up trucks, or personal recreational equipment. Construction equipment shall not be stored on lots in residential or commercial districts except during the period of permitted construction. (b) This section shall not prevent the parking or standing of the vehicles described in subsection (a) of this section in any district for the purpose of expeditiously loading and unloading passengers, freight or merchandise. (c) Screening from public rights-of-way or lower intensity residential uses shall be required in multifamily developments for areas designated or available for parking and storage of recreation vehicles, boats, small trailers and other non- commercial equipment. Such screening shall consist of permanent material such as concrete, masonry, wood, steel, etc. II. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. (Second Reading) Department: Staff Person: Justification: Planning and Community Development Jim Stendebach, Planning and Community Development Director Section 11.502 (11) currently prohibits outdoor storage or overnight outdoor parking of tractor -trailers, semi -trucks, semi -trailers or other vehicles having a gross vehicle weight of 17,000 pounds or more, not including pick-up trucks or personal recreational equipment. In order to more effectively enforce the parking of commercial vehicles on residential driveways and lots, the ordinance has been revised to eliminate the references to "overnight" and "outdoor". The revision prohibits the parking and storage of large vehicles on any residential driveway or lot at all times, with an exception for loading and unloading. Public Comment: Public notice was posted and a public hearing was held in accordance with the City of Round Rock's zoning Ordinance at the Planning and Zoning Commission meeting on May 20, 2009.
