Mobile Communications Terminals (MCTs) are used by police officers to access the Computer Aided Dispatch (CAD) system and the Record Management System (RMS) remotely. These systems provide access to critical information about criminals. Officers may communicate via their MCT with other units equipped with MCTs and with CAD users. Officers can self -initiate themselves onto an activity, perform status and location changes, generate report numbers, and perform numerous inquiries relating to the current status of calls and units. A call for service can be handled silently from dispatch through completion. MCTs also provide necessary safety features for emergency situations. These MCTs would be for the Criminal Investigations Division (CID) of the police department. Providing detectives with MCTs is not currently in our operating budget. The purchase of these MCTs would enhance officer safety and provide information access benefits to our detectives. Supplying Mobile Communication Terminals to detectives supports the Police Department's strategic goal to expand logistical capabilities through research, development, and utilization of effective technologies to enhance police service. This equipment will provide CID officers access to critical Department information systems for more effective coordination of cases. Budget Narrative With these funds, the Police Department seeks to purchase two Mobile Communication Terminals (MCT) for the Criminal Investigations Division. Strategy: The strategy for achieving this goal is through the utilization of effective technologies to enhance police service. If at all, how is this program currently being provided? Providing detectives with MCTs is not something we've previously done. We began this program through the LE Fund because of the officer safety and information access benefits our detectives receive from this equipment. Abstract Program Narrative We are requesting funds for equipment to assist our detectives. Mobile Communications Terminals (MCTs) are used by police officers to access the Computer Aided Dispatch (CAD) system and the Record Management System (RMS) remotely. These systems provide access to critical information about criminals. Officers may communicate via their MCT with other units equipped with MCTs and with CAD users. Officers can self -initiate themselves onto an activity, perform status and location changes, generate report numbers, and perform numerous inquiries relating to the current status of calls and units. A call for service can be handled silently from dispatch through completion. MCTs also provide necessary safety features for emergency situations. These MCTs would be for the Criminal Investigations Division (CID) of the police department. Providing detectives with MCTs is not currently in our operating budget. The purchase of these MCTs would enhance officer safety and provide information access benefits to our detectives. Supplying Mobile Communication Terminals to detectives supports the Police Department's strategic goal to expand logistical capabilities through research, development, and utilization of effective technologies to enhance police service. This equipment will provide CID officers access to critical Department information systems for more effective coordination of cases. Budget Narrative With these funds, the Police Department seeks to purchase two Mobile Communication Terminals (MCT) for the Criminal Investigations Division. Brief description of proposed grant program: The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the primary provider of federal criminal justice funding to state and local jurisdictions. JAG funds support all components of the criminal justice system, from multijurisdictional drug and gang task forces to crime prevention and domestic violence programs, courts, corrections, treatment, and justice information sharing initiatives. JAG funded projects may address crime through the provision of services directly to individuals and/or communities and by improving the effectiveness and efficiency of criminal justice systems, processes, and procedures. Applicants are limited to units of local government appearing on the FY 2009 JAG Allocations List. The procedure for allocating JAG funds is a formula based on population and crime statistics, in combination with a minimum allocation to ensure that each state and territory receives an appropriate share. The City of Round Rock is on that list and is eligible for an individual allocation of $13,336. With these funds, the Police Department seeks to purchase two Mobile Communication Terminals (MCT) for the Criminal Investigations Division. If at all, how is this program currently being provided? Providing detectives with MCTs is not something we've previously done. We began this program through the LE Fund because of the officer safety and information access benefits our detectives receive from this equipment.
