R -09-08-13-10D1 WHEREAS, the City of Round Rock, Texas (the "City") is a participating and founding member of the Brushy Creek Regional Utility Authority, Inc., (the "BCRUA"), and WHEREAS, the BCRUA has duly advertised for bids for the construction of the BCRUA Raw Water Pipeline, Phase 1 - Contract 1 Project, and WHEREAS, S.J. Louis Construction of Texas Ltd. has submitted the lowest responsible bid, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the City Council hereby authorizes the Brushy Creek Regional Utility Authority to enter into a contract with S.J. Louis Construction of Texas Ltd. for the construction of the BCRUA Raw Water Pipeline, Phase 1 - Contract 1 Project. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Consider a resolution authorizing the Brushy Creek Regional Utility (BCRUA) to execute a contract with S.J. Louis Construction of Texas Ltd. for the construction of the BCRUA Raw Water Pipeline, Phase 1 — Contract 1. Department: Staff Person: Water and Wastewater Utilities Michael Thane, P.E., Director of Utilities Justification: This Contract is one of three contracts designed by Jacobs Engineering Group to deliver water from Lake Travis to the proposed BCRUA Water Treatment Plant (WTP). This project consists of constructing approximately 24,000 linear feet of 78" raw water pipeline from Lake Travis along Trails End Road to the WTP. The second contract includes the installation of about 3,200 linear feet of raw water pipeline to be installed under water and the third contract will be for the piping and pumping upgrades on an existing floating barge. On June 30, 2009 seven bids were received and publicly opened and read aloud. The bid amounts ranged from $19,371,138.19, to the amount of $32,786,424.00. The low bidder is S.J. Louis Construction of Texas Ltd. The Engineer and Staff from Round Rock, Cedar Park, and Leander recommend awarding the project to S.J. Louis Construction of Texas Ltd. The construction cost is allocated to the Cities based on their capacity in the pipeline. Round Rock's allocated percentage being 38.56%, Cedar Park's 14.18%, and Leander's 47.26%. Funding: Cost: Source of funds: $7,469,510.89 Self -Financed Water Construction Outside Resources: Jacobs Engineering Group Background Information: The BCRUA Raw Water Delivery System, Phase 1 consists of a Raw Water Pipeline and a Raw Water Barge. These improvements will be bid and constructed under three separate construction contracts. The purpose of these improvements is to deliver untreated water from Lake Travis to the BCRUA WTP. The City of Round Rock's percentage is 38.56%, which is based on Round Rock's ultimate capacity in the system of 40.8 million gallons per day (mgd). The regional system will ultimately be constructed for a capacity of 106 mgd. Public Comment: Over the past two years, several community meetings have been conducted for the citizens that have property along Trails End Road.
