R -09-08-27-9F2 WHEREAS, the Federal Emergency Management Agency National Preparedness Directorate, through Homeland Security Grant Program, has grant funds available to cities for various law enforcement projects, and WHEREAS, grant funds are available through the Capital Area Council of Governments ("CAPCOG") to fund a Long -Range Acoustical Device ("LRAD") - a modern acoustical technology device, and WHEREAS, the City Council wishes to make application for the grant to provide financial assistance for the above-described device, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City a "CAPCOG Grant Project Worksheet - FY 2010" for a grant to be used for the purchase of a Long -Range Acoustical Device, a copy of said Worksheet being attached hereto as Exhibit "A" and incorporated herein for all purposes. The Regional LE Strike Teams have been designed to be a scaleable force of law enforcement assets to respond to critical incidents requring regional law enforcement mutual aid. One of those missions includes Mobile Field Force capabilites during planned and unplanned mass events, such as protests or riots, evacuations and crowd/traffic control during natural disasters, perimeter and crowd control at large accident scenes, crowd control at large crime/terror scenes. An LRAD consists of a flat panel, multiple compression driver emitter using normal power consumption and providing up to 143 dB. It is a compact, portable, 30 -pound unit. Modern, proven acoustic technology, an LRAD can gain crowd compliance, while minimizing the need for personal contact and reducing the potential for injuries to the public and responding officers. The system will be used to broadcast information to large crowds, provide mass notification covering large areas, and talk to personnel in multi -story structures in time-sensetive situations where life -safety is paramount. Among other succesful deployments, LRAD was successfully deployed for crowd control during the Republic National Convention, numerous National Sports Championship events, and for emergency notifications during Hurricane Katrina. As a tactical asset for Law Enforcement, LRAD can focus audible signals to specific locations within structures to drive barricaded subjects from within, minimizing the need for Tactical Officers to place themselves in harms way and reducing the need to enter into highly dangerous situations.
