WHEREAS, the U.S. Department of Homeland Security, through
State Homeland Security Grants, has grant funds available to cities
for various regional and local projects, and
WHEREAS, grant funds are available through the Capital Area
Council of Governments ("CAPCOG") to fund an AreaRAE - a gas
detector equipment with a wireless sensor system to detect
potentially dangerous gases and radiation, and
WHEREAS, the City Council wishes to make application for the
grant to provide financial assistance for the above-described
equipment, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City a "CAPCOG Grant Project Worksheet - FY 2010" for
a grant to be used for the purchase of an AreaRAE, a copy of said
Worksheet being attached hereto as Exhibit "A" and incorporated
herein for all purposes.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

The Williamson County Hazardous Materials Response Team (WCHMRT), of which the City of Round
Rock Fire Department (RRFD) is a member, is one of the four CAPCOG HSTF Regional CBRNE Strike
Teams. The WCHMRT owns an AreaRAE that is maintained by the Cedar Park Fire Department. The
AreaRAE is a gas detector equipped with a wireless radio frequency modem which allows the unit to
communicate and transmit readings and other information on a real-time basis with a remotely located
base controller. With its own AreaRAE, the RRFD could begin analyzing a situation prior to the arrival of
assistance from the Cedar Park Fire Department. The device would also allow RRFD to set up a larger -
scale incident by linking its AreaRAE sensors to other CBRNE Strike Team sensors, all of which run on
the same radio frequency. Without an in-house AreaRAE, RRFD must call in other resources prior to
identifying hazardous gases and radiation. The delay involved places responders in harms way and
affects citizen safety.

The AreaRAE will be owned and maintained by RRFD and will be available for the Fire Department to
respond within the City, for WCHMRT to respond within the County and CAPCOG Region, and for use
outside of the CAPCOG Region per mutual aid agreement, or as agreed to by the requester and
responder at the specific time of need. The additional AreaRAE will operate on a radio frequency
compatible with equipment owned by emergency response teams throughout Central Texas, allowing for
link ups to secure large-scale events.

The AreaRAE will be owned and maintained by the RRFD. The equipment requires Verification and
BUMP tests that will be conducted by RRFD. The cost of testing will be absorbed by the City of Round
Rock. RRFD or WCHMRT will deploy the asset within the City of Round Rock; RRFD or WCHMRT will
deploy the asset within the County and Region; and RRFD or WCHMRT will deploy the asset outside of
the Region, in keeping with the terms of CAPCOG Regional CBRNE Strike Team deployment, mutual aid
agreement in force at the time of deployment, or as determined between the requesting and responding
parties at the time.

Providing equipment to deploy in the event of a hazardous materials incident supports the City's
strategic Goal 30.0 and Emergency Management Objective 31.1. This equipment will contribute to
coordinated community response and continuity of operations in the event of disasters or emergencies.
The cost of the unit is $50,290. Matching funds may be required up to 25%. After we receive the Grant
Adjustment Notice (GAN), if matching funds are required, but none are available in the FY 2010-2011
budget, we have reserved our right to withdraw our grant application.

Background Information:
Texas uses a regional approach to the State Homeland Security Grant program, providing an allocation
through each Council of Governments (COG) for regional and local projects, subject to approval by the
State. The City of Round Rock is a member of the CAPCOG Homeland Security Task Force Regional
Chemical, Biological, Radiological/Nuclear and Explosive (CBRNE) Strike Team. The Strike Team
identifies essential, critical equipment requirements and pursues funding.
Through the CAPCOG grant application process for State Homeland Security Grants. The City of Round
Rock Fire Department is requesting an AreaRAE — a wireless sensor system to detect Hydrogen Chloride
(HCI), Hydrogen Fluoride (HF), Carbon Monoxide (CO) and radiation.
