R -09-08-27-9H2 WHEREAS, the U.S. Department of Homeland Security, through State Homeland Security Grants, has grant funds available to cities for various regional and local projects, and WHEREAS, grant funds are available through the Capital Area Council of Governments ("CAPCOG") to fund a HazMat ID Ranger - a portable chemical identifier to detect unknown solids or liquids, and WHEREAS, the City Council wishes to make application for the grant to provide financial assistance for the above-described equipment, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City a "CAPCOG Grant Project Worksheet - FY 2010" for a grant to be used for the purchase of a HazMat ID Ranger, a copy of said Worksheet being attached hereto as Exhibit "A" and incorporated herein for all purposes. The Williamson County Hazardous Materials Response Team (WCHMRT), of which the City of Round Rock Fire Department (RRFD) is a member, is one of the four CAPCOG HSTF Regional CBRNE Strike Teams. The WCHRMT owns an older model HazMatID Portable Chemical Identifier that will analyze most liquids or solids. With the addition of this state-of-the-art HazMatID Ranger, the RRFD will be able to anaylze chemicals which can place our responders in harms way and affect our citizens' safety, without the delays involved in waiting for a response from the WCHMRT. 3. Project Description (How will the needs be met?) The HazMatID Ranger is a highly specific device that utilizes FT -IR technology to analyze chemical samples. This HazMatID Ranger will be owned and maintained by the City of Round Rock Fire Department and will be available for the Fire Department to respond within the City, for WCHMRT to respond within the County and CAPCOG Region, and for use outside of the CAPCOG Region per mutual aid agreement, or as agreed to by the requester and responder at the specific time of need. 4. The requested HazMatID Ranger Extended Package includes all standard HazMatID Ranger features plus: 1) Four-year Partnership Program (for a total of 5 years), 2) Training at the customer facility for up to 16 people, 3) A laptop, including all the software and hardware to operate the HazMatlD Ranger system wirelessly, and 4) Access to the Aldrich ICHEM Library Combination for an additional 32,000+ spectra. The Partnership Program provides software updates, parts and labor for repairs, a free loaner system, refresher training courses, and 24/7 access to PhD chemists for technical support. RRFD or WCHMRT will deploy the asset within the City of Round Rock; RRFD or WCHMRT will deploy the asset within the County and Region; and RRFD or WCHMRT will deploy the asset outside of the Region, in keeping with the terms of CAPCOG Regional CBRNE Strike Team deployment, mutual aid agreement in force at the time of deployment, or as determined between the requesting and responding parties at the time. 8.
