WHEREAS, Matous Construction, Ltd. has submitted the lowest
responsible bid, and
WHEREAS, the City Council wishes to accept the bid of Matous
Construction, Ltd., Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City a contract with Matous Construction, Ltd. for the
Water Treatment Plant Rehabilitation and 1.5 MG Clearwell Project.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

ITEM: 11E2. Consider a resolution authorizing the Mayor to execute a construction contract
with Matous Construction, Ltd. for the Clearwell Portion of the Water
Treatment Plant Rehabilitation and 1.5 MG Clearwell Project.

Justification:
This contract is for the construction of a 1.5 million gallon (MG) Clearwell (ground storage) and
associated piping improvements at the City's Water Treatment Plant. The completion of the
improvements will provide the City with the ability and reliability to treat and adequately distribute 52
million gallons per day (MGD) of potable water to our customers. The proposed schedule is set to have
construction completed by April 2010.
On September 2, 2009, eight bids were received and publicly opened and read aloud. The bid amounts
ranged from $2,398,700 to $2,828,055. The low bidder was Matous Construction, Ltd. The Design
Engineer and the City's Utility staff recommend awarding the project to Matous Construction, Ltd.

Background Information:
This new 1.5 MG Clearwell is the last of four projects identified in a May 24, 2007 agreement with the
City of Cedar Park that are necessary improvements to the City's water system that will enable the City
to reliably provide water to Cedar Park for the next couple of years. By Round Rock providing interim
water to Cedar Park, this enabled a delay in the completion of Phase 1A of the BCRUA Water Treatment
Plant until the summer of 2012. With TCEQ's approved re -rating of the plant's firm capacity to 52
million gallons per day, the City's existing water treatment plant will be able to provide 52 mgd of
potable water to our distribution system by the summer of 2010 and into the future.
