A RESOLUTION FOR THE CITY OF ROUND ROCK, TEXAS
ESTABLISHING THE WILLIAMSON COUNTY REGIONAL RECYCLING
COALITION OF CITIES KNOWN AS WILCO RECYCLES
WHEREAS, it is the intent to establish a coalition of cities,
throughout Williamson County, that will encourage comprehensive and
sustainable public information and educational programs promoting
the REUSE, REDUCE, and RECYCLE efforts; and
WHEREAS, the goal is to coordinate joint recycling resources
that will mutually benefit all of the participating cities and
pursue grant applications, facilities and business partnerships; and
WHEREAS, the coalition will facilitate joint recycling
activities and help implement programs to achieve compliance and
sustainability by individuals, businesses, schools, civic
organizations community event planners, and solid waste contractors;
and
WHEREAS, the coalition will be responsible for collecting
recycling data and monitoring participation in the educational
programs as well as the number of citizens and businesses
participating in the REUSE, REDUCE and RECYCLING programs; and
WHEREAS, the coalition will promote participation by
governmental entities and community event coordinators by providing
information regarding resources and opportunities to REUSE, REDUCE
and RECYCLE; and
WHEREAS, the recycling coalition will seek collaborative
opportunities to support the development and use of regional
facilities that will enhance the quality of life for the benefit of
all of the participating cities; and

WHEREAS, the coalition will pursue a means to support
legislative issues that promote the REUSE, REDUCE and RECYCLE
program for our state; Now Therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the Round Rock City Council hereby recognizes the
importance of raising awareness and participating in this coalition
that will promote the REUSE, REDUCE and RECYCLE programs which will
benefit the economy, environment and quality of life concerns of
each city.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

This resolution is for the City of Round Rock's participation in establishing the Williamson County
Regional Recycling Coalition of Cities known as WILCO Recycles. The purpose is to recognize WILCO
Recycles as a coalition of Williamson County cities working together to promote and implement the
Reuse, Reduce & Recycle programs. This collaboration of cities will expand recycling opportunities
within the county, encourage more participation and raise awareness through education, new programs
and better compliance. The support of and participation in WILCO Recycles will benefit the economy,
environment and quality of life concerns of each city.

Background Information:
In June 2008, the Williamson County Regional Recycling Coalition hosted a kickoff meeting for all cities
located in Williamson County. This initial meeting was intended to raise awareness of the importance of
the recycling motto of Reuse, Reduce & Recycle. This coalition has met monthly and set a goal to have
all of the participating cities present a resolution of participation to their City Councils. The City of
Taylor was the first to pass this resolution and the Cities of Leander and Hutto approved at their
September 17, 2009 Council meeting. The City of Pflugerville is considering approval at their September
22, 2009 Council meeting.
