WHITE, City Secretary 0:\wdox\scc1nts\0112\o9o5\MUNICIPAL\R91112G1.DOC/xmc DATE: November 5, 2009 SUBJECT: City Council Meeting — November 12, 2009 ITEM: 10G1. Consider a resolution authorizing the Mayor to execute a construction contract with SKE Construction, LLC for the Greenslopes A/C Water Line Replacement Project. Department: Staff Person: Justification: Water and Wastewater Utilities Michael Thane, P.E., Director of Utilities This contract is for the replacement of asbestos cement (A/C) water lines in the Greenslopes subdivision, by using pre -chlorinated pipe bursting. In 2008, the City successfully completed its first A/C water line replacement project using the pipe bursting method. Areas for replacement of A/C waterlines were prioritized based on where the most water line breaks have occurred within the City. Selected 6 -inch and 8 -inch A/C water lines in the Greenslopes subdivision along with one 400 foot section of 16 -inch water line along South Mays are to be replaced under this contract. Replacing A/C waterlines benefits the City by reducing: 1) disruption in the neighborhoods from repeated repair work, 2) unaccounted for water losses due to water main breaks, and 3) the burden on city water maintenance forces. On October 6, 2009, two bids in the amount of $772,338.25 and $812,232.25, were received and publicly read aloud. The Design Engineer and the City's Utility staff recommend awarding the project to the low bidder, SKE Construction, LLC. Strategic Plan Relevance: Goal 27.0 "Ensure there is an adequate, affordable and safe water supply."
