WHEREAS, the City of Round Rock, Texas (the "City") is a
participating and founding member of the Brushy Creek Regional
Utility Authority, Inc., (the "BCRUA"), and
WHEREAS, the BCRUA has duly advertised for bids for the
construction of the Treated Water Transmission Line, Segment 1
Project, and
WHEREAS, S.J. Louis Construction of Texas Ltd. has submitted
the lowest responsible bid, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the City Council hereby authorizes the Brushy Creek
Regional Utility Authority to enter into a contract with S.J. Louis
Construction of Texas Ltd. for the construction of the Treated Water
Transmission Line, Segment 1 Project.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

Treated Water Transmission Line Segment 1 project.

This Contract is for one of the BCRUA Treated Water Transmission Line Projects that are required to
deliver water to Cedar Park, Leander, and Round Rock. This project consists of constructing
approximately 9,000 linear feet of 78" water pipeline from the BCRUA Water Treatment Plant to the
existing 78" water line that is located in New Hope Road.
On October 22, 2009, eight bids were received and publicly opened. The bid amounts ranged from
$8,134,941.13 to $10,113,799.00, which were below the engineers estimate of $16,332,542.00. The low
bidder was S.J. Louis Construction of Texas Ltd. The Design Engineer, BCRUA, and Staff from Round
Rock, Cedar Park, and Leander recommend awarding the project to S.J. Louis Construction of Texas Ltd.
The construction cost is allocated to the Cities based on their capacity in the pipeline. Round Rock's
allocated percentage being 38.56%, which totals $3,136,833.30 of the project cost.
