R -09-12-17-8E1 WHEREAS, the U.S. Department of Energy has grant funds available to cities for projects that improve energy efficiency and reduce fossil fuel emissions, and WHEREAS, grant funds are available through the Energy Efficiency and Conservation Block Grant Program, which is funded through the American Recovery and Reinvestment Act, and WHEREAS, on November 24, 2009, the City Council selected projects for the Energy Efficiency Conservation Strategy submission, as required by the Department of Energy, and WHEREAS, the City Council wishes to make application for the available funds by submitting an Energy Efficiency Strategy for the City, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the City Council hereby directs City staff to submit an implementation strategy to the Department of Energy for Federal Assistance for the American Reinvestment and Recovery Act of 2009 Energy Efficiency and Conservation Block Grant. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Consider a resolution to direct staff to submit an implementation strategy to the Department of Energy for Federal Assistance for the American Reinvestment and Recovery Act of 2009 Energy Efficiency Conservation Block Grant. Department: Staff Person: Justification: Public Works Administration Tom Word, Chief of Public Works Operations As a part of the American Reinvestment and Recovery Act of 2009, an Energy Efficiency and Conservation Block Grant (EECBG), a population based grant, was awarded to the City of Round Rock by the Department of Energy for $955,400. The purpose of the EECBG Program and this grant is to assist local governments with creating and implementing strategies to: • reduce fossil fuel emissions in a manner that is environmentally sustainable and to the maximum extent practicable for local communities; • reduce the total energy use; and • improve energy efficiency in the building sector, the transportation sector, and other appropriate sectors. To be eligible for these funds, the City must submit an Energy Efficiency and Conservation Strategy to the U.S. Department of Energy (DOE) by December 30, 2009. This resolution will direct staff to submit this strategy based on the projects that were selected by Council at the November 24, 2009 meeting.
