A RESOLUTION OF THE CITY OF ROUND ROCK, TEXAS
HEREINAFTER REFERRED TO AS "APPLICANT," DESIGNATING
CERTAIN OFFICIALS AS BEING RESPONSIBLE FOR, ACTING FOR,
AND ON BEHALF OF THE APPLICANT IN DEALING WITH THE
TEXAS PARKS & WILDLIFE DEPARTMENT, HEREINAFTER
REFERRED TO AS "DEPARTMENT," FOR THE PURPOSE OF
PARTICIPATING IN THE LOCAL PARK GRANT PROGRAM,
HEREINAFTER REFERRED TO AS THE "PROGRAM"; CERTIFYING
THAT THE APPLICANT IS ELIGIBLE TO RECEIVE PROGRAM
ASSISTANCE; CERTIFYING THAT THE APPLICANT MATCHING
SHARE IS READILY AVAILABLE; DEDICATING THE PROPOSED SITE
FOR PERMANENT (OR FOR THE TERM OF THE LEASE FOR LEASED
PROPERTY) PUBLIC PARK AND RECREATIONAL USES; AND
CERTIFYING THAT THE APPLICATION HAS BEEN SUBMITTED TO
THE APPROPRIATE REGIONAL COUNCIL OF GOVERNMENTS FOR
THE TEXAS REVIEW AND COMMENT SYSTEM (TRACS) REVIEW.
WHEREAS, the Applicant is fully eligible to receive assistance
under the Program; and
WHEREAS, the Applicant is desirous of authorizing an official
to represent and act for the Applicant in dealing with the
Department concerning the Program; Now Therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS:
Section 1: That the Applicant hereby certifies that they
are eligible to receive assistance under the Program, and that
notice of the application has been posted according to local public
hearing requirements.
Section 2: That the Applicant hereby certifies that the
matching share for this application is readily available at this
time.
Section 3: That the Applicant hereby authorizes and directs
its Parks and Recreation Department to act for the Applicant in
dealing with the Department for the purposes of the Program, and

that Rick Atkins is hereby officially designated as the
representative in this regard.
Section 4: The Applicant hereby specifically authorizes the
official to make application to the Department concerning the site
to be known as the Play for All Abilities Playground in the Rabb
Park of Round Rock, Texas for use as a park site and is hereby
dedicated (or will be dedicated upon completion of the proposed
acquisition) for public park and recreation purposes in perpetuity
(or for the lease term, if legal control is through a lease).
Projects with federal monies may have differing requirements.
Section 5: That the Applicant hereby certifies that a copy
of the application has been submitted to the appropriate regional
council of governments for Texas Review and Comments System
consideration.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

ITEM: 8G1. Consider a resolution authorizing the Mayor to make the necessary grant
application to Texas Parks and Wildlife for the Play for All Abilities Project.

Justification:
This resolution will allow the City to submit a grant funding request to Texas Parks and Wildlife. The
anticipated cost of the Play for All Abilities Park is $500,000. The City has committed $200,000 toward
the project and this funding will be used as the funding match in the grant application. If awarded the
grant, the project funding will be doubled to $400,000 with the remaining $100,000 in funding needed
coming from our community sponsors and civic clubs. As of the date of this submittal, the
community/civic clubs have raised approximately $32,000 in funding and have commitments to raise
another $60,000 from one civic club. In addition, numerous other grant applications have been
submitted for this project.
Strategic Plan Relevance:
This item/project relates to the following Strategic Plan Goals:
Goal 33 — Ensure there is adequate land to meet future recreational, cultural,
and open space needs. A recreation facility for children with varying abilities and skills is very important
as our population continues to grow and because the disability rate of children has increased so
dramatically.
Goal 34 — Implement the Parks Plan once adopted. Game Plan 2020 identifies the Play for All Abilities
Park as a high priority item.
Goal 36 — Develop recreation and library program options that respond to the growing diversity of
residents and visitor interests. The Play for All Abilities Park epitomizes this Strategic Plan goal because
it provides a recreational facility for the diverse abilities and skills of today's children.
Goal 37 — Encourage and support efforts to build a healthier community. The Play for All Abilities Park
will offer many children an opportunity to recreate outside of a school or medical setting that might not
have an opportunity otherwise. This park has tremendous benefits to the physical and mental health of
the children and their parents.
Goal 38 — Promote Round Rock as a community that welcomes diversity. A recreation facility for
children of all abilities and skills speaks very clearly how Round Rock recognizes and embraces the
diversity of our citizens.
