R -10-01-14-8C2 WHEREAS, the City of Round Rock has previously determined in Resolution No. R -09-10-08-9B1 that "Competitive Sealed Proposal" is the delivery method which provides the best value for the City for the Intermodal Transit and Parking Facility, and WHEREAS, the City has duly sought "competitive sealed proposals for construction services" for construction of such facility, as authorized by Texas Local Government Code, Section 271.111 et. seq., and WHEREAS, the City has complied with all statutory requirements of receiving, publicly opening, and reading aloud the names of the offerors and prices stated in each proposal, and WHEREAS, the City has further complied with all statutory requirements of evaluation and ranking each proposal submitted in relation to the published selection criteria, and WHEREAS, City Staff has evaluated said proposals in accordance with the published selection criteria and has determined that the offerors should be ranked as delineated on Exhibit "A" attached hereto, and WHEREAS, the City Council wishes to approve said ranking, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the ranking of the offerors' proposals for the Intermodal Transit and Parking Facility Project, as shown on Exhibit "A", is hereby approved. fHai) Hank n,l,n BE IT FURTHER RESOLVED That, in accordance with Texas Local Government Code, Section 271.116(f), the City has selected Flintco, Inc. as the "offeror that offers the best value for the governmental entity based on the published selection criteria and on its ranking evaluation." The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Consider a resolution selecting the top proposer for constructing the Intermodal Transit and Parking Facility. Department: Staff Person: Engineering and Development Services Tom Word, P.E., Chief of Public Works Operations Justification: City staff has identified the top proposer based on the Competitive Sealed Proposal evaluation criteria. Council approval of this resolution selects the top proposer, so staff can negotiate a contract, which Council would consider awarding at the January 28, 2010 Council meeting. The facility will provide a safe interface between pedestrians, bicyclists, automobiles and transit vehicles, as well as provide public parking for visitors to southwest downtown Round Rock. The 56,661 - square -foot, 2 -story facility will be located at 300 W. Bagdad and include 110 parking spaces, a bus loading/unloading area, a transit pavilion, bike racks and lockers, and pedestrian amenities. Funding for the facility is provided by the City through the 2002 General Obligation Bonds and the U.S. Department of Transportation through the American Recovery and Reinvestment Act of 2009 and the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users.
