AN ORDINANCE AMENDING CHAPTER 11, SECTIONS 11.409,
11.409.1, 11.423, AND 11.802, CODE OF ORDINANCES (1995
EDITION), CITY OF ROUND ROCK, TEXAS, REGARDING
SCHOOLS IN COMMERCIAL DISTRICTS; TO ADD THE
DEFINITION OF "SCHOOL, PRIMARY/SECONDARY, PRIVATE";
AND PROVIDING FOR A SAVINGS CLAUSE AND REPEALING
CONFLICTING ORDINANCES AND RESOLUTIONS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND
ROCK, TEXAS:

That Chapter 11, Section 11.409, Subsection (2)(b), Code of
Ordinances (1995 Edition), City of Round Rock, Texas, is hereby
amended to read as follows:

11.423 SUPPLEMENTARY USE STANDARDS
(22) Schools
(a) Elementary Schools
Elementary schools shall have a front yard setback of not less than 50 feet,
shall front on a collector street, and shall not front on an arterial street.
Portable classrooms shall not be permitted in any street yard.

Middle schools shall have a front yard setback of not less than 50 feet and shall
front on either a major collector or minor arterial street. Portable classrooms
shall not be permitted in any street yard.
High Schools
High schools shall have a front yard setback of not less than 50 feet and shall
front on either a minor or major arterial. Portable classrooms shall not be
permitted in any street yard.
Business, Trade and Post -Secondary Educational Facilities
Business, Trade and Post -Secondary Educational Facilities shall front on either
a minor or major arterial.
Primary/Secondary, Private
(i) No temporary buildings or structures shall be permitted at any time.
(ii) Schools shall front on collector or arterial streets.

A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.
C. The City Council hereby finds and declares that
written notice of the date, hour, place and subject of the
meeting at which this Ordinance was adopted was posted and that
such meeting was open to the public as required by law at all
times during which this Ordinance and the subject matter hereof
were discussed, considered and formally acted upon, all as
required by the Open Meetings Act, Chapter 551, Texas Government
Code, as amended.

dispensed with.

definition for private primary/secondary schools and allow them in certain
commercial zoning districts. (First Reading)

The Zoning Code currently provides for elementary and middle schools in residential zoning districts only
and high schools only in the PF -3 (Public Facilities — High Intensity) zoning district. Private schools, which
often combine elementary, middle and/or high school classes into one facility, have requested to
operate in existing buildings in commercial districts. Because private schools do not typically serve a
specific geographic area and they tend to have fewer students and smaller accessory uses than public
schools, they are appropriate for commercial zoning districts.
The revised Code amendment defines private schools and allows them to be located in the C-1 (General
Commercial) and C -la (General Commercial — Limited) zoning districts as long, as no temporary
structures are utilized.
