Consider issuing a Purchase Order to Chastang Ford for the purchase of a Ford E-450
truck.
The City of Round Rock maintains a fleet of camera vans so it can meet state laws and
regulations regarding the maintenance and inspection of wastewater lines over the
Edwards Aquifer. The city of Round Rock saves money and time by owning camera trucks
rather than contracting the work out. CCN inspections provide information to our Utility
Department about internal pipe conditions of their wastewater collection system. We use
the camera trucks to inspect gravity mains, service lines, water lines, and storm water lines
whether they be in the street or off-road situations. The crews locate any issues in the pipe
that may need repaired (crushed pipe, offset pipe, oval pipe, grease build up, clogged
pipes, locate service connections, remove animals from line, locate buried manholes, etc.)
We are even on occasion contracted by other cities to perform inspections.
The current Camera Van is a 2005 unit with over 10,000 hours of operation.
Staff Reccomend approval of the new unit.

Video Pipe Inspection System Installed in 16' Hi -Cube
Exterior of Hi Cube:
Y One (1) LED Traffic Adviser shall install above the rear door of the box with and one (1) at the front of
the box with on/off switch located in truck cab.

The generator shall be located at floor level of 16' box and provide as minimum:
> The generator shall be located on the passenger side of the aluminum box at floor level allowing easy
access for maintenance and service.
> A fire retardant lined vented cabinet shall be provided.
> Generator shall be capable of continuously producing 5,500 watts of power at 120 Volts AC while
rotating at 2,880 RPM without undue heating, wear or vibration and be 4 cycle gas, 2 cylinders.

Engineering Panel/Malnllne Controller/Power Unit.
The engineering panel shall provide monitoring of the power to the system. The panel clrcultry shall be
assembled and mounted under the desktop to the right of the operator. The front plate shall be heavy gauge
aluminum finished with Industrial grade surface and be permanently labeled designating the function of the
various switches.
> The control panel shall provide all the necessary power and controls for operating and monitoring TV
Inspection system and processing circuitry to extract the video transmitted by the camera in a NTSC
format.
> The control panel electrical systems shall be all solid state circults.
> A Face Plate shall be permanently labeled designating the function or propose of the various switches,
meters and controls.
➢ The control panel with a faceplate having a heavy gauge finish shall be contained In a damage resistant
case.
> The back plate of the controller shall contain all the required plug -ins for the various locking cable

DVD/VCR while recording.

presents of camera video signal.
A Camera section shall have an operation indicator that can be toggled to show output voltage or current
from the camera power supply.

Dual Joystick Auxiliory Desktop Control Box and Remote Handheld controller.
The portable Dual Joystick desktop controller Is an all in one unit, can trotting all the junctions of the
camera and transporters:
D A dual function control box Is an all In one unit to control all the functions of the camera and
transporter, including steering and elevating of transporter, with adjustment for the camera lights.
7 The desktop unit is a portable unit and plugs into the camera section of the mainline control
engineering panel with the ability to be removed and stored while not In use.
A The front panel of the dual joystick controller includes two (2) joysticks. One (1) for camera
functions, Pan and Tilt clock wise and counter dock wise rotation. one (1) for transporter
functions, forward and reverse with free wheel and left or right steering.

Up" unless the cable reel drum speed Is adjusted to its lowest setting. When going from one station
(viewing room) to another station (equipment room at reel) cable drum shall stop until drum speed Is
adjusted to lowest setting.
D Protection against accidental reversing of the cable drum while in motion or shifting speeds while cable
drum speed is above a safe level shall be provided.
D The cable reel shall have a built-in serial communication feature to communicate with compatible
equipment.
D The cable reel shall Incorporate a built -In fallsafe component to disable the reel's main power in the
event of a microprocessor or electronics failure.
A "STOP" emergency kill switch shall be provided to immediately stop the reel as an additional safety

The user shall be able to generate project summary reports based off a search from the

Operation Manuals
D Compact discs shall be furnished that contain the recommended operating instructions and maintenance
procedures for all systems and components being furnished. The instructions shall provide step-by-step
use methods and include adequate illustrations, diagrams and other a€ds. Special attention shall be given
to safety considerations for operating personnel and the equipment.
System Parts Manual
D A parts book, supporting field repair and replacement of the various components of the delivered system,
shall be furnished. This book shall include exploded or cutaway drawings of numerous components and
assemblies with each drawing referencing a manufacturers part number and description.
Training instruction (training)
D The supplier shall fully instruct buyer's employees In the operation of the equipment furnished after
delivery. The instruction period shall be of sufficient duration to fully familiarize the buyers operational
personnel. The Instruction shall be conducted by the suppliers field technician and shall Include
component familiarization, theory of operation, field procedures, techniques of use, troubleshooting,
maintenance recording and logging of sewer conditions and safety procedures.

COLOR LOW VOLTAGE MINI CAMERA SYSTEM
The color lateral, self -leveling (auto -upright) inspection camera shall be specifically
designed for the inspection of lateral sewer lines while operating on up to 400' of integrated
push rod, single conductor cable. Cameras designed for operation n on multi -conductor
cabIg_or_modified studio. surveillance. or underwater cameral Shallt� be acmable.
D The camera shall be capable of negotiating 90 -degree bends In 3" diameter
pipe and/or straight or sweep sections in 1.5" diameter pipe and up to r
mainline pipes (depending upon.pipe conditions).
D Minimum sensor sensitivity shall be .05 lux.
The camera shall be capable of operating under a minimum scene
illumination of 3 lux and producing an NTSC color video picture with a
horizontal resolution of 350 lines.
D Camera shall incorporate a wide angle, 3.05 mm lens set at f/2.1 fixed focus
level for extended, in focus range and an 88 -degree diagonal field of view.
D The camera protective housing shall be fabricated from stainless steel with an
outside diameter no greater than 1.31"and a length no greater than 2.20.
D The lens shall be protected from the environment by a sealed stainless steel
