R -10-03-11-10C2 WHEREAS, the City of Round Rock has previously entered into a Contract for Engineering Services ("Contract") with Rodriguez Transportation Group, Inc. for the Chisholm Trail Road Reconstruction/Parkway Extension Project, and WHEREAS, Rodriguez Transportation Group, Inc. has submitted Supplemental Contract No. 1 to the Contract to modify the provisions for the scope of services, and WHEREAS, the City Council desires to enter into said Supplemental Contract No. 1 with Rodriguez Transportation Group, Inc., Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City Supplemental Contract No. 1 to the Contract with Rodriguez Transportation Group, Inc., a copy of same being attached hereto as Exhibit "A" and incorporated herein for all purposes. Sheets, City Attorney Date Supplemental Contract 0199.7080/182561 2 Rev. 12/01 /08 84275 ADDENDUM TO EXHIBIT B Engineering Services The additional Scope of Work to be performed by the Engineer under this Supplemental Contract is described as follows: • The project was initially planned to be a single construction project. The anticipated ROW acquisition schedule dictated that the project be broken up into two (2) phases. The first phase would be to generate the PS&E construction documents between the limits of 2,225' north of Sam Bass Road to 700' south of FM 3406 (Old Settlers Blvd.). The second phase would be to generate the PS&E construction documents between the limits of 400' north of Sam Bass Road to 2,225' north of Sam Bass Road. • The ROW acquisition process required additional effort to revise the plan set and prepare exhibits as requested by the others responsible for finalizing the ROW documents. • The City of Round Rock requested revisions/additions to the Phase 1 plan set including but not limited to the following: storm drain re -design to incorporate Stormceptors, the addition of a fencing layout, the addition of (special) driveway, the addition of offsite grading and the addition of an 8" wastewater line, etc. • Construction Phase Services has been added to the Scope of Services. FUNCTION CODE 130 (ROW and UTILITY COORDINATION) Breaking the project into two phases extended the anticipated project duration by approximately eight (8) months. Revisions to the storm drain systems, required to incorporate Stormceptor, required additional effort to re-evaluate conflicts with existing utilities. Adjustment to the plans as a result of the ROW acquisition process also required additional utility coordination. Utility Meetings 1. The Engineer will attend a maximum of eight (8) additional utility meetings organized by the City. The Engineer is to be in attendance to present plan information and answer questions about the project. 2.The number of utilities and the type of utilities along Chisholm Trail required extensive utility coordination beyond the regularly scheduled meetings described above. A listing of utilities that required additional coordination includes: • Atmos Energy — required coordination related to the high pressure gas line and coordination related to securing pot holes of their existing line north of Chisholm Parkway. • Oncor — required extensive coordination relative to their existing easement along the corridor. Addition coordination was required relative to the proposed illumination design. Oncor also requested that we convert the format of our Mierostation files for their use. • AT&T --- required coordination related to their facility located along the east ROW just south of Onion Branch. 1 Utility Conflict Identification 1. The Engineer shall continue to identify potential utility conflicts and coordinate with the City and the utility companies to help resolve the conflicts. The Engineer will make changes to the plans as requested by the City in an attempt to accommodate existing utilities. The Engineer will coordinate with the City on the requested changes. ROW Coordination 1. The Engineer shall prepare exhibits as requested by the City in an attempt to expedite the ROW acquisition process. FUNCTION CODE 150 (FIELD SURVEY) The various design changes (such as the elimination of the southern WQP and others as defined in this document) required multiple revisions to the ROW documents. Wetlands, in the vicinity of the project, and the staking of existing and proposed ROW and easements limits required additional design surveys. The following defines the additional services that were performed: Right -of -Way Surveying and Mapping: 1. Revise parcel plats and descriptions and show those revisions on the ROW strip map. Revisions may be summarized as follows: • The drainage easements defined for the proposed northern and southern water quality ponds were revised and broken out into three (3) different property rights. This revision resulted in an increase of four (4) parcel plats and descriptions. • The introduction of Stormceptors resulted in the elimination of the southern water quality pond and a reduction in size of the northern water quality pond easements. • Proposed work, outside the right of way limits, resulted in four additional easements. The easements required were for offsite grading, a driveway within the limits of a proposed retaining wall, a proposed swale adjacent to Chisholm Parkway and a temporary easement to allow for the construction of the proposed water line, Design Surveys: 1. Field survey Onion Branch channel to identify potential outfall locations. 2. Stake out ROW and/or easements to assist with the following: • Gathering utility pothole data at the Chisholm Trail/Chisholm Parkway intersection. • Identify easement limits of AT&T Hut and tie down equipment. • The field survey required to conduct the geological assessment of the offsite grading area. 3. Re-established fee associated with effort that was originally scope in the contract executed in October 2003. FUNCTION CODE 160 (ROADWAY DESIGN) Breaking the project into two phases requires the creation of duplicate plan sheets for each phase. The duplicate roadway sheets for the Phase 2 construction plans will include: MISCELLANEOUS PLANS 1. TITLE SHEET - Project title sheet will be completed as required for the construction plans. 2. INDEX OF SHEETS - The Engineer will complete the index and update it throughout the submittal process to allow for easier reference during the review process. 2 3. PROJECT LAYOUT - Project layout sheets will be completed at a scale of 1 "=200' that clearly indicates the limits of the entire project. ROADWAY PLANS & GEOMETRY 1. PROPOSED TYPICAL SECTIONS - Proposed typical sections will be completed for all proposed roadways within the project limits. 2. EXISTING TYPICAL SECTIONS - Existing typical sections will be completed for all existing roadways within the project limits. 3. HORIZONTAL ALIGNMENT DATA SHEET - A horizontal alignment data sheet will be prepared depicting the horizontal geometric information for the project roadways. 4. REMOVAL PLANS - The Engineer shall provide plan sheets of pavement removal to a 1"= 100' scale. Removal sheets shall indicate pavement and other pertinent items to be removed with sufficient detail to assure Contractor will have no problems understanding the intentions. Description of removal item including material shall be included. Items shall be dimensioned. FUNCTION CODE 161 (HYDRAULIC DESIGN) Adding Stormceptors to the plans required the re -design of multiple storm drain systems. Adjustments to the storm drain design were also requested to help expedite ROW acquisition. The WQP structural design was not part of the original contract and is included as part of this supplemental contract. Drainage sheets that will be re -designed for the Phase 1 construction plans will include: STORM SEWER DESIGN 1. INTERIOR DRAINAGE AREA MAPS - Interior drainage area maps will be finalized at a scale of 1"=100'. These maps will depict drainage area boundaries and flow direction arrows. Each area will be identified with a unique number to be used to find run-off information from the calculation sheets. 2. RUN-OFF AND INLET COMPUTATIONS - Run-off to each inlet and inlet hydraulic information will be calculated in accordance with TxDOT's Hydraulic Manual and shown on the run-off and inlet computation sheets in WinStorm or Geopak format. 3. STORM SEWER COMPUTATIONS - Storm sewers will be analyzed and computations will be prepared for the storm sewer design in WinStorm or Geopak format. 4. DRAINAGE PLAN AND PROFILES - Drainage plan and profile sheets will be completed depicting locations of inlets, manholes, storm sewers, culverts, utilities, channel improvements, and ditch locations and flowlines as required. These sheets will be prepared at a scale of 1"=100'. Storm sewer profiles will be prepared at a scale of 1"=100' H and 1 "=10' V. Storm sewer profiles will show pipe size and type, slope, existing and proposed ground lines above the pipe, pertinent hydraulic information, and locations and sizes of inlets and junctions. 5. LATERAL PROFILES - Lateral profile sheets will be developed for the project storm sewer systems. These sheets will be developed at a scale of 1"=100' H and 1"=10' V. 6. DRAINAGE DETAILS - The Engineer shall provide drainage details for "non-standard" structures in instances where City and/or TxDOT standard details cannot be utilized. 3 WATER QUALITY AND DETENTION 1. WATER QUALITY (STRUCTURAL DESIGN) -- The Engineer will develop the structural design and details required for one (1) sedimentation and filtration pond proposed for the project. The plan sheets to be developed for each pond will include the following: Sedimentation/Filtration Retaining Wall Layout and Sedimentation/Filtration Retaining Wall Reinforcing Details. The Sedimentation/Filtration Retaining Wall Layout will consist of a plan view of the proposed pond that identifies retaining walls, provides retaining wall areas, provides a table of elevations and includes pond/wall dimensions. The Sedimentation/Filtration Retaining Wall Reinforcing Details will consist of a retaining wall typical section, retaining wall design heights, retaining wall properties, reinforcing details and a reinforcing steel schedule. WATER POLLUTION ABATEMENT PLAN (WPAP) AND ORGANIZED SEWAGE COLLECTION SYSTEM PLAN (OSCSP) 1. GEOLOGICAL ASSESSMENT — The Engineer will update the geological assessment to include the proposed off-site grading. FUNCTION CODE 163 (MISCELLANEOUS ROADWAY PLANS) MSE RETAINING WALLS - Adjusting the design to expedite ROW acquisition required the re- design of the east retaining wall (south of Onibn Branch). Revisions to the plan sheets include the following: 1. RETAINING WALL LAYOUTS - The Engineer shall revise the retaining wall layout to accommodate the addition of a driveway at a max scale of 1"=40'. The layout will show plan and profile views of the retaining wall. 2. RETAINING WALL HORIZONTAL ALIGNMENT DATA — The Engineer shall revise the alignmentdata sheets summarizing the alignments for all proposed retaining walls. WASTEWATER — Approximately 1,800 LF of 8" wastewater line will be added to the plan set. The line will run along Chisholm Trail and will tie to an existing line at the Chisholm Trail/Chisholm Parkway intersection and extend to the north. 1. ROUTE/SIZE COORDINATION — The Engineer will meet with City staff to determine the location and coordinate the line diameter for the proposed facilities. It is assumed the City will provide the required design flows for the wastewater facilities and no modification will be required to the wastewater lines in South Industrial and North Industrial Boulevards. 2. EXISTING SERVICE CONNECTION COORDINATION — The Engineer will work with the City of obtain site plans for existing tracts along the alignment to determine the quantity and locations of existing water and wastewater connections. It is assumed that the Engineer will make a formal request for existing site plans and the City will research and provide the requested plans. 3. CONSTRUCTION DRAWINGS — The Engineer will prepare utility plan and profile sheets (estimated at 27 plan sheets). Additionally, utility details sheets will be prepared as needed. 4. TECHNICAL SPECIFICATIONS — The Engineer will submit for inclusion into the Contract Documents pertinent City Standard Specifications and Special Provisions as necessary. 4 5. PERMITTING — The Engineer will prepare and submit an Organized Sewage Collection System Plan to the Edwards Aquifer Protection Program. It is assumed that all TCEQ review and permitting fees will be paid by the City. QUANTITIES/SUMMARY SHEETS - Breaking the project into two phases requires the creation of duplicate plan sheets for each phase. The duplicate quantity/summary sheets for the Phase 2 construction plans will include: Quantities will be calculated and tabulated on individual summary sheets for each of the following and as necessary to bid this project. 1. Traffic Control (per each phase) 2. Earthwork 3. Roadway 4. Pavement markings 5. Small Signs 6. Illumination 7. Erosion Control and SW3P 8. Drainage related items including inlets, manholes and storm sewer pipes STANDARDS, SPECIFICATIONS AND ESTIMATE - Breaking the project into two phases requires the duplicate effort for each phase. The duplicate effort for the Phase 2 construction plans will include: 1. STANDARDS - The Engineer will download the appropriate City and TxDOT standards for the project from the applicable web site. Standards that require modification will be adjusted and sealed by the Engineer. All other standards will have their title blocks filled out with the applicable project data and printed for inclusion in the final plan set. 2. SPECIFICATIONS - A tabulation of applicable specifications, special specifications and special provisions will be prepared for submission with the final PS&E package. 3. GENERAL NOTES - The Engineer will review general notes provided by the City for applicability to the project. The Engineer will mark-up a set and return it to the City for their review and approval. 4. OPINION OF PROBABLE CONSTRUCTION COST - An engineer's opinion of probable construction cost will be prepared at the 60% submittal and prior to final PS&E submittal, and supplied to the City in Microsoft Excel format. This item also includes preparation of the bid documents for (Phase 2), assisting the City of Round Rock by distributing sets of bid documents to Contractors, evaluation of bids or proposals and awarding contracts by assisting with the bid opening and tabulation of the bid documents. 5 FUNCTION CODE 180 (CONSTRUCTION PHASE SERVICES) The Engineer will provide the following services during the construction activities for the project: 1. Coordinate and attend pre -construction conference with the City of Round Rock, contractor, review agencies and the engineer prior to construction. 2. Make visits to the site, at intervals appropriate to the various stages of construction, to observe as an experienced and qualified design professional the progress and quality of the executed work of the Contractor(2) and to determine, in general, if such work is proceeding in accordance with the Contract Documents. The Engineer shall not be requir4ed to make exhaustive or continuous on-site inspections to check the quality or quantity of such work. 3. Review and approve (or take other appropriate action in respect to) shop drawings and samples, the results of tests and inspections and other data, which each Contractor is required to submit. This review will be only for conformance with the design concept of the project and compliance with the information given in the Contract Documents. 4. Based on the Engineer's on-site observations and on the review of applications for payment and accompanying data and schedules, determine the amounts owing to the Contractor(s) and recommend in writing payments to the Contractor(s) in such amounts. Such recommendations of payment will constitute a representation to the City of Round Rock that the work has progressed to the point indicated that, to the best of the Engineer's knowledge, information and belief, the quality of such work is in accordance with the Contract Documents and that payment of the amount recommended is due the Contractor(s). 5. Upon substantial completion, the Engineer, will prepare a punch list outlining corrections and work that must be done before the project can be accepted. The Engineer will arrange a preliminary site inspection to identify punch list items with the appropriate personnel. 6. Prepare one set of reproducible as -built plans based on one (1) record copy of the project drawings labeled "Project Record" maintained by the Contractor. The Contractor will submit the "Project Record" drawings to the Engineer at contract closeout. FUNCTION CODE 190 (PROJECT MANAGEMENT) Breaking the project into two phases extended the anticipated project duration by approximately eight (8) months. The work effort and the management for the project included in this contract will be conducted in the Engineer's office in Austin, Texas. At a minimum, monthly progress reports will be submitted, which will detail on-going work as well as work accomplished since the previous report. Additional project management duties will include the following: 1. Development and implementation of QA/QC plan 2. The anticipated ROW acquisition schedule dictated that the project be broken up into two phases. The first phase would be to generate the PS&E construction documents between the limits of 2,225' north of Sam Bass Road to 700' south of FM 3406 (Old Settlers Blvd). The second phase would be to generate the PS&E construction documents between the limits of 400' north of Sam Bass Road to 2,225' north of Sam Bass Road. The ROW acquisition process required additional effort to revise the plan set and prepare exhibits as requested for finalizing the ROW documents. Sheets, City Attorney Rev. 1 2/01 /08 84275 ADDENDUM TO EXHIBIT B Engineering Services The additional Scope of Work to be performed by the Engineer under this Supplemental Contract is described as follows: • The project was initially planned to be a single construction project. The anticipated ROW acquisition schedule dictated that the project be broken up into two (2) phases. The first phase would be to generate the PS&E construction documents between the limits of 2,225' north of Sam Bass Road to 700' south of FM 3406 (Old Settlers Blvd.). The second phase would be to generate the PS&E construction documents between the limits of 400' north of Sam Bass Road to 2,225' north of Sam Bass Road. • The ROW acquisition process required additional effort to revise the plan set and prepare exhibits as requested by the others responsible for finalizing the ROW documents. • The City of Round Rock requested revisions/additions to the Phase 1 plan set including but not limited to the following: storm drain re -design to incorporate Stormceptors, the addition of a fencing layout, the addition of (special) driveway, the addition of offsite grading and the addition of an 8" wastewater line, etc. • Construction Phase Services has been added to the Scope of Services. FUNCTION CODE 130 (ROW and UTILITY COORDINATION) Breaking the project into two phases extended the anticipated project duration by approximately eight (8) months. Revisions to the storm drain systems, required to incorporate Stormceptor, required additional effort to re-evaluate conflicts with existing utilities. Adjustment to the plans as a result of the ROW acquisition process also required additional utility coordination. Utility Meetings 1. The Engineer will attend a maximum of eight (8) additional utility meetings organized by the City. The Engineer is to be in attendance to present plan information and answer questions about the project. 2.The number of utilities and the type of utilities along Chisholm Trail required extensive utility coordination beyond the regularly scheduled meetings described above. A listing of utilities that required additional coordination includes: • Atmos Energy — required coordination related to the high pressure gas line and coordination related to securing pot holes of their existing line north of Chisholm Parkway. • Oncor — required extensive coordination relative to their existing easement along the corridor. Addition coordination was required relative to the proposed illumination design. Oncor also requested that we convert the format of our Microstation files for their use. • AT&T — required coordination related to their facility Located along the east ROW just south of Onion Branch. 1 Utility Conflict Identification 1. The Engineer shall continue to identify potential utility conflicts and coordinate with the City and the utility companies to help resolve the conflicts. The Engineer will make changes to the plans as requested by the City in an attempt to accommodate existing utilities. The Engineer will coordinate with the City on the requested changes. ROW Coordination 1. The Engineer shall prepare exhibits as requested by the City in an attempt to expedite the ROW acquisition process. FUNCTION CODE 150 (FIELD SURVEY) The various design changes (such as the elimination of the southern WQP and others as defined in this document) required multiple revisions to the ROW documents. Wetlands, in the vicinity of the project, and the staking of existing and proposed ROW and easements limits required additional design surveys. The following defines the additional services that were performed: Right -of -Way Surveying and Mapping: 1. Revise parcel plats and descriptions and show those revisions on the ROW strip map. Revisions may be summarized as follows: • The drainage easements defined for the proposed northern and southern water quality ponds were revised and broken out into three (3) different property rights. This revision resulted in an increase of four (4) parcel plats and descriptions. • The introduction of Stormceptors resulted in the elimination of the southern water quality pond and a reduction in size of the northern water quality pond easements. • Proposed work, outside the right of way limits, resulted in four additional easements. The easements required were for offsite grading, a driveway within the limits of a proposed retaining wall, a proposed swale adjacent to Chisholm Parkway and a temporary easement to allow for the construction of the proposed water line. Design Surveys: 1. Field survey Onion Branch channel to identify potential outfall locations. 2. Stake out ROW and/or easements to assist with the following: • Gathering utility pothole data at the Chisholm Trail/Chisholm Parkway intersection. • Identify easement limits of AT&T Hut and tie down equipment. • The field survey required to conduct the geological assessment of the offsite grading area. 3. Re-established fee associated with effort that was originally scope in the contract executed in October 2003. FUNCTION CODE 160 (ROADWAY DESIGN) Breaking the project into two phases requires the creation of duplicate plan sheets for each phase. The duplicate roadway sheets for the Phase 2 construction plans will include: MISCELLANEOUS PLANS 1. TITLE SHEET - Project title sheet will be completed as required for the construction plans. 2. INDEX OF SHEETS - The Engineer will complete the index and update it throughout the submittal process to allow for easier reference during the review process. 2 3. PROJECT LAYOUT - Project layout sheets will be completed at a scale of 1"=200' that clearly indicates the limits of the entire project. ROADWAY PLANS & GEOMETRY 1. PROPOSED TYPICAL SECTIONS - Proposed typical sections will be completed for all proposed roadways within the project limits. 2. EXISTING TYPICAL SECTIONS - Existing typical sections will be completed for all existing roadways within the project limits. 3. HORIZONTAL ALIGNMENT DATA SHEET - A horizontal alignment data sheet will be prepared depicting the horizontal geometric information for the project roadways. 4. REMOVAL PLANS - The Engineer shall provide plan sheets of pavement removal to a 1"= 100' scale. Removal sheets shall indicate pavement and other pertinent items to be removed with sufficient detail to assure Contractor will have no problems understanding the intentions. Description of removal item including material shall be included. Items shall be dimensioned, FUNCTION CODE 161(HYDRAULIC DESIGN) Adding Stormceptors to the plans required the re -design of multiple storm drain systems. Adjustments to the storm drain design were also requested to help expedite ROW acquisition. The WQP structural design was not part of the original contract and is included as part of this supplemental contract. Drainage sheets that will be re -designed for the Phase 1 construction plans will include: STORM SEWER DESIGN 1. INTERIOR DRAINAGE AREA MAPS - Interior drainage area maps will be finalized at a scale of 1"=100'. These maps will depict drainage area boundaries and flow direction arrows. Each area will be identified with a unique number to be used to find run-off information from the calculation sheets. 2. RUN-OFF AND INLET COMPUTATIONS - Run-off to each inlet and inlet hydraulic information will be calculated in accordance with TxDOT's Hydraulic Manual and shown on the run-off and inlet computation sheets in WinStorm or Geopak format. 3. STORM SEWER COMPUTATIONS - Storm sewers will be analyzed and computations will be prepared for the storm sewer design in WinStorm or Geopak format. 4. DRAINAGE PLAN AND PROFILES - Drainage plan and profile sheets will be completed depicting Iocations of inlets, manholes, storm sewers, culverts, utilities, channel improvements, and ditch locations and flowlines as required. These sheets will be prepared at a scale of 1"=100'. Storm sewer profiles will be prepared at a scale of 1"=100' H and 1 "=10' V. Storm sewer profiles will show pipe size and type, slope, existing and proposed ground lines above the pipe, pertinent hydraulic information, and locations and sizes of inlets and junctions. 5. LATERAL PROFILES - Lateral profile sheets will be developed for the project storm sewer systems. These sheets will be developed at a scale of 1"=100' H and 1"=10' V. 6. DRAINAGE DETAILS - The Engineer shall provide drainage details for "non-standard" structures in instances where City and/or TxDOT standard details cannot be utilized. 3 WATER QUALITY AND DETENTION 1. WATER QUALITY (STRUCTURAL DESIGN) — The Engineer will develop the structural design and details required for one (1) sedimentation and filtration pond proposed for the project. The plan sheets to be developed for each pond will include the following: Sedimentation/Filtration Retaining Wall Layout and Sedimentation/Filtration Retaining Wall Reinforcing Details. The Sedimentation/Filtration Retaining Wall Layout will consist of a plan view of the proposed pond that identifies retaining walls, provides retaining wall areas, provides a table of elevations and includes pond/wall dimensions. The Sedimentation/Filtration Retaining Wall Reinforcing Details will consist of a retaining wall typical section, retaining wall design heights, retaining wall properties, reinforcing details and a reinforcing steel schedule. WATER POLLUTION ABATEMENT PLAN (WPAP) AND ORGANIZED SEWAGE COLLECTION SYSTEM PLAN (OSCSP) 1. GEOLOGICAL ASSESSMENT — The Engineer will update the geological assessment to include the proposed off-site grading. FUNCTION CODE 163 (MISCELLANEOUS ROADWAY PLANS) MSE RETAINING WALLS - Adjusting the design to expedite ROW acquisition required the re- design of the east retaining wall (south of Onion Branch). Revisions to the plan sheets include the following: 1. RETAINING WALL LAYOUTS - The Engineer shall revise the retaining wall layout to accommodate the addition of a driveway at a max scale of 1"=40'. The layout will show plan and profile views of the retaining wall. 2. RETAINING WALL HORIZONTAL ALIGNMENT DATA — The Engineer shall revise the alignment data sheets summarizing the alignments for all proposed retaining walls. WASTEWATER — Approximately 1,800 LF of 8" wastewater line will be added to the plan set. The line will run along Chisholm Trail and will tie to an existing line at the Chisholm Trail/Chisholm Parkway intersection and extend to the north. 1. ROUTE/SIZE COORDINATION — The Engineer will meet with City staff to determine the location and coordinate the line diameter for the proposed facilities. It is assumed the City will provide the required design flows for the wastewater facilities and no modification will be required to the wastewater lines in South Industrial and North Industrial Boulevards. 2. EXISTING SERVICE CONNECTION COORDINATION — The Engineer will work with the City of obtain site plans for existing tracts along the alignment to determine the quantity and locations of existing water and wastewater connections. It is assumed that the Engineer will make a formal request for existing site plans and the City will research and provide the requested plans. 3. CONSTRUCTION DRAWINGS — The Engineer will prepare utility plan and profile sheets (estimated at 27 plan sheets). Additionally, utility details sheets will be prepared as needed. 4. TECHNICAL SPECIFICATIONS -- The Engineer will submit for inclusion into the Contract Documents pertinent City Standard Specifications and Special Provisions as necessary. 4 5. PERMITTING — The Engineer will prepare and submit an Organized Sewage Collection System Plan to the Edwards Aquifer Protection Program. It is assumed that all TCEQ review and permitting fees will be paid by the City. QUANTITIES/SUMMARY SHEETS - Breaking the project into two phases requires the creation of duplicate plan sheets for each phase. The duplicate quantity/summary sheets for the Phase 2 construction plans will include: Quantities will be calculated and tabulated on individual summary sheets for each of the following and as necessary to bid this project. 1. Traffic Control (per each phase) 2. Earthwork 3. Roadway 4. Pavement markings 5, Small Signs 6. Illumination 7. Erosion Control and SW3P 8. Drainage related items including inlets, manholes and storm sewer pipes STANDARDS, SPECIFICATIONS AND ESTIMATE - Breaking the project into two phases requires the duplicate effort for each phase. The duplicate effort for the Phase 2 construction plans will include: 1. STANDARDS - The Engineer will download the appropriate City and TxDOT standards for the project from the applicable web site. Standards that require modification will be adjusted and sealed by the Engineer. All other standards will have their title blocks filled out with the applicable project data and printed for inclusion in the final plan set. 2. SPECIFICATIONS - A tabulation of applicable specifications, special specifications and special provisions will be prepared for submission with the final PS&E package. 3. GENERAL NOTES - The Engineer will review general notes provided by the City for applicability to the project. The Engineer will mark-up a set and return it to the City for their review and approval. 4. OPINION OF PROBABLE CONSTRUCTION COST - An engineer's opinion of probable construction cost will be prepared at the 60% submittal and prior to final PS&E submittal, and supplied to the City in Microsoft Excel format. This item also includes preparation of the bid documents for (Phase 2), assisting the City of Round Rock by distributing sets of bid documents to Contractors, evaluation of bids or proposals and awarding contracts by assisting with the bid opening and tabulation of the bid documents. 5 FUNCTION CODE 180 (CONSTRUCTION PHASE SERVICES) The Engineer will provide the following services during the construction activities for the project: 1. Coordinate and attend pre -construction conference with the City of Round Rock, contractor, review agencies and the engineer prior to construction. 2. Make visits to the site, at intervals appropriate to the various stages of construction, to observe as an experienced and qualified design professional the progress and quality of the executed work of the Contractor(2) and to determine, in general, if such work is proceeding in accordance with the Contract Documents. The Engineer shall not be requir4ed to make exhaustive or continuous on-site inspections to check the quality or quantity of such work. 3. Review and approve (or take other appropriate action in respect to) shop drawings and samples, the results of tests and inspections and other data, which each Contractor is required to submit. This review will be only for conformance with the design concept of the project and compliance with the information given in the Contract Documents. 4. Based on the Engineer's on-site observations and on the review of applications for payment and accompanying data and schedules, determine the amounts owing to the Contractor(s) and recommend in writing payments to the Contractor(s) in such amounts. Such recommendations of payment will constitute a representation to the City of Round Rock that the work has progressed to the point indicated that, to the best of the Engineer's knowledge, information and belief, the quality of such work is in accordance with the Contract Documents and that payment of the amount recommended is due the Contractor(s). 5. Upon substantial completion, the Engineer, will prepare a punch list outlining corrections and work that must be done before the project can be accepted. The Engineer will arrange a preliminary site inspection to identify punch list items with the appropriate personnel. 6. Prepare one set of reproducible as -built plans based on one (1) record copy of the project drawings labeled "Project Record" maintained by the Contractor, The Contractor will submit the "Project Record" drawings to the Engineer at contract closeout. FUNCTION CODE 190 (PROJECT MANAGEMENT) Breaking the project into two phases extended the anticipated project duration by approximately eight (8) months. The work effort and the management for the project included in this contract will be conducted in the Engineer's office in Austin, Texas. At a minimum, monthly progress reports will be submitted, which will detail on-going work as well as work accomplished since the previous report. Additional project management duties will include the following: 1. Development and implementation of QA/QC plan 2.
